A Study Of The Origins And Structure Of The North American Free Trade Agreement And The Mercosur

As the prime force behind trade throughout the Western Hemisphere, the United States is emerging with two trade projects--the newly-signed North American Free Trade Agreement and the projected New American Community. This volume provides a clear, concise guide to all aspects of the 5-volume NAFTA accord, its side agreements, and the unfolding New American Community. It covers specific issues, rationalizations, ideologies, controversies, and recommended actions. With special emphasis on the North American Free Trade Agreement, the volume will provide a major resource for both academics and decision makers in industry and government. Written by a leading authority on U.S. Latin American trade, the volume includes entries, arranged alphabetically, on NAFTA and other trade-related topics. The NAFTA entries are based on the five-volume treaty or official government and nongovernmental publications. Since the New American Community is still emerging, the non-NAFTA entries are interpolations from past trade accords and existing nationwide agreements or ideas based on global concepts and directives, especially the European Union.

The face of international trade is continuing to change rapidly. But while much attention is focused on where, post-Cancun, any new international negotiations under the auspices of the WTO may go, there are other developments of potentially equal importance. The United States, in particular, is prioritizing new regional trade agreements. This book focuses on the most ambitious of these negotiations -- the Free Trade Area of the Americas Agreement, which is due to be completed in 2005. This US initiative aims to replicate the NAFTA Agreement (which has bound the US, Canada and Mexico into a free trade area since 1994) across all 34 countries of South and North America (bar Cuba). This huge continental market is to be built around US-defined notions of free trade and protection of foreign investment, but will exclude the free movement of labour. This volume explains the origins and process of the negotiations -- both the complicated multilateral discussions and the bilateral agreements that have already been drafted. It explains in detail: * US strategy. * The structures and procedures of the Agreement. * The possible consequences for South America, including: Mercosur; Brazil, as Latin America's largest economy; and the region's many small economies, which cannot possibly compete on a level playing field with the US behemoth. * The wider implications of the FTAA for the global trading system, in particular for China, Japan and the EU. This book -- the first comprehensive, in-depth study of the FTAA -- will be of use to trade specialists, international economists, and all those interested in the FTAA, about which very little information is readily available in the public domain.

The essays included in this book are the result ofseven years ofresearch spanning the 1990-1997 period. Most of them have been published in scientific magazines or as chapters of books. To the end of this edition, and in order to avoid repetitions, the original texts have been modified, particularly with regard to the titles and introductions ofthe chapters. Chapter two reproduces the article "Economic Integration and Intra-Industry Trade: The Case of the Argentine-Brazilian Free Trade Agreement", published in the Journal of Common Markets (vol XXIX, No 5, pp. 527-552, sept. 1991). Chapter three originates from an empirical study prepared for UNIDO, the United Nations Industrial Development Organization. The analytical framework and the preliminary conclusions of that work appeared in a working paper "The MERCOSUR Pattern of Intra-Industry Trade" (RP No 75, Stockholm: LAIS, 1997). Chapter four was published with the title "Plant-size Effects ofTrade: The Case of MERCOSUR Countries" as a chapter of the book Growth Trade and Integration in Latin America (W. Karlsson and A. Malaki (eds. ), Stockholm: LAIS, pp. 297-319, 1996). Chapter five in tum corresponds to the article entitled "Measuring the Effects of Economic Integration for the Southern Cone Countries: Industry Simulations of Trade Liberalization" as published in The Developing Economies (Vol. XXXIII, No 1, pp. 1-31, mars 1995). Finally, chapter six is the revised and updated version of the paper presented at the First European Congress ofLatinamericanists, which took place at Salamanca, Spain in June 1996.

The processes of democratization and regionalization in South America ran parallel to one another between 1985 and 1991. However, the nature of this relationship is by no means clear. This book explores the diplomatic history of the formation of Mercosur and analyzes the precise place of democracy in the process. At the methodological level, a combination of hitherto unexamined documents and extensive interview material makes for a novel oral history approach to diplomatic studies. At the theoretical level, a melding of cognitive approaches to foreign policy making and realist theory of international relations provides a nuanced but systematic explanation of events.

The proposed North American Free Trade Agreement (NAFTA) represents a historic change in relations among Canada, Mexico, and the United States. The effect of the agreement on the three economies has generated controversy and some degree of alarm within each country. Drusill K. Brown begins the discussion by providing an overview and comparison of the general results from recent studies. Raúl Hinojosa-Ojeda and Sherman Robinson explore in greater detail the potential effects of NAFTA on wages and employment in Mexico and the United States. Sidney Wintrab reviews industry-specific effects of NAFTA, in particular, the environment, the social agenda, and human rights and democracy. Finally, Carlos Alberto Primo Braga considers the implications of NAFTA on the rest of the world. Following each of these chapters, international scholars assess the alternatives and provide recommendations for future research.

The North American Free Trade Agreement (NAFTA) was bold and controversial from the start. When first conceived, it was far from obvious that it would be possible given the circumstances of the times. Drawing from a December 2013 Hoover Institution conference on "NAFTA at 20," this book brings together distinguished academics who have studied the effects of NAFTA with high-level policy makers to present a comprehensive view of the North American Free Trade Agreement.
