The aim of Valuing Water, Valuing Livelihoods is to give decision-makers, health professionals and analysts a comprehensive view of the arguments and challenges associated with establishing the value of drinking-water interventions. The experts who have contributed to this publication provide guidance on assessing the benefits from improving access to safe drinking-water and from reducing the burden of water-related diseases. They show how to compare the value of these benefits to the costs of interventions, with special reference to small-scale drinking-water systems. Water provides benefits as a commodity for agriculture, industry, and households, and as a public good such as fisheries habitat, water quality and recreational use. To aid in cost-benefit analysis under conditions where market determined price signals are usually unavailable, economists have developed a range of alternative valuation methods for measuring economic benefits. This volume provides the most comprehensive exposition to-date of the application of economic valuation methods to proposed water resources investments and policies. It provides a conceptual framework for valuation of both commodity and public good uses of water, addressing non-market valuation techniques appropriate to measuring public benefits - including water quality improvement, recreation, and fish habitat enhancement. The book describes the various measurement methods, illustrates how they are applied in practice, and discusses their strengths, limitations, and appropriate roles. In this second edition, all chapters have been thoroughly updated, and in particular the coverage of water markets and valuation of ecosystem services from water has been expanded. Robert Young, author of the 2005 edition, has been joined for this new edition by John Loomis, who brings additional expertise on ecosystem services and the environmental economics of water for recreational and other public good uses of water.

The High-Level Panel on Water was established to 'mobilize effective action to accelerate the implementation of Sustainable Development Goal (SDG) 6 and its related targets'. The Panel has identified four 'lighthouse initiatives' intended to bring a global focus onto specific issues and advance the agenda in those areas. These initiatives are intended to demonstrate progress during the two-year timeframe of the panel and offer breakthroughs requiring political leadership at the Heads of State or Government level. This framing note addresses one of the four lighthouse initiatives: 'valuing water'.

Often, appraisals of water rights use inappropriate valuation approaches and methods resulting in flawed conclusions of value. The book is written in a simple, straight-forward manner with numerous examples. Non-economists should find it particularly valuable. Lawyers will find it invaluable as a reference before they reach the courtroom. The book is written in a logical manner beginning with the physical characteristics of water, the institutional rules such as water right laws, economic theory related to valuing water rights, and 14 case studies where various economic valuation approaches and methods have been applied. This report assesses water security in Argentina, using a conceptual framework developed by the World Bank. The effects of the pandemic reinforce the importance of safe access to water, hygiene, and sanitation, both as the first barrier against virus transmission and as an essential factor during recovery to mitigate secondary impacts on livelihoods and community well-being. The clear need to ensure that water is available in sufficient quantity and quality for human and productive uses, together with controlling the effects of the excess of water, highlights its central role in the economy, and in particular in securing the well-being of vulnerable communities. Argentina is already taking key steps to close water security gaps. It is increasing access to water and sanitation services with a focus on the most vulnerable; defining planning instruments such as national water plans; reinforcing tools such as the national information system for water and sanitation, the national water network information system (SNIH) and management and results plans (PGRs) for public service companies; expanding the regulatory framework with law 27,520 on minimum budgets for adaptation to and mitigation of climate change; and creating new entities such as the national directorate of drinking water and sanitation (DNAPyS). This study builds on these efforts and recommends steps to take toward becoming a more water-secure country by 2030.

Today, raising capacity in water resources management entails supporting stakeholders and decision-makers to reach a common understanding on the priorities and necessary arrangements for sharing and allocating water-related goods and services. Valuation is central to this process, as setting priorities and making choices implies valuing certain uses and arrangements above others. Water valuation can help stakeholders to express the values that water-related goods and services represent to them. It also offers a means for conflict resolution and planning, informing stakeholders, supporting communication, and facilitating joint decision-making on priorities and specific actions. This report confronts concepts from the literature on water valuation with practical experiences from three local cases where an effort was made to embed existing valuation tools and methods in ongoing water resources management processes. It uses the lessons from this exploration to provide a first outline for a stakeholder-oriented water valuation process. This is expected to provide a useful starting point to help water professionals and policy-makers improve the use of water valuation as a means to support participatory processes of water resources management.
