Hemos visto en nuestro país como la violencia y la inseguridad han ido ganando espacios. Los ciudadanos perciben que las autoridades han sido rebasadas por la criminalidad, particularmente aquellas encargadas de vigilar y hacer cumplir la ley. Existe una incapacidad en la fuerza policíaca, en los tres órdenes de gobierno, para atender el incremento en los índices delictivos derivados de la industria del narcotráfico y su diversificación hacia otras ramas criminales como el secuestro. La demanda ciudadana se hizo patente el 30 de Agosto de 2008 en la marcha denominada "Iluminemos México", la cual convocó a millones de ciudadanos en las principales ciudades de la República Mexicana. Al grito de "Queremos vivir sin miedo", "Si no pueden- renuncien", "México-quiere paz", "¡Ya basta!" (Malvido, 2008), la sociedad expresó su rechazo al estado de inseguridad en que se vive. Sin embargo, sería ingenuo el pensar que el incremento en la violencia y la inseguridad son provocados por situaciones derivadas del corto plazo. Como bien apunta Javier Livas: "Estamos pagando las consecuencias de no haber puesto atención a las deficiencias de un sistema de administración de justicia que es lento, ineficaz y que fácilmente se corrompe. La gente sabe que el aparato de justicia es totalmente inútil." (Livas, 2008). El gobierno reconoce el reclamo ciudadano, tal como lo expresa en la Ley General del Sistema Nacional de Seguridad Pública (LGSNSP) dada a conocer en el Diario Oficial de la Federación (2008): "La ciudadanía ha hecho énfasis en múltiples aspectos que abarcan: "la falta de ética, programas, métodos de prevención, técnicas de investigación, sanciones eficaces y ejemplares para los servidores públicos que deben garantizar la seguridad pública en México y que se valen del cargo para delinquir; aunado a ello, una dolencia de la sociedad es una coordinación en ciernes entre los niveles de gobierno para resolver un problema que es común a todos, que más allá del protocolo, se traduzca en un sano entendimiento entre la federación, estados y municipios."
