The 2010 version of the TIM Handbook includes the latest advances in TIM programs and practices across the country and offers insights into the latest innovations in TIM tools and technologies. The 2010 TIM Handbook also features a parallel, web-based version that may be conveniently bookmarked, browsed, or keyword-searched for quick reference. This version supersedes the Freeway Incident Management Handbook (published by FHWA in 1991) and the TIM Handbook (published by FHWA in 2000). This comprehensive guide provides the training materials for Traffic Incident Management (TIM) Responders four (4) hour course with three main goals including Responder safety; Safe, quick clearance; and Prompt, reliable, interoperable communications This Train-the Trainer- Guide is aimed at all responder disciplines including law enforcement, fire and rescue, emergency medical services (EMS), towing operators and recovery units, highway/transportation agencies at the Federal and State levels, and Communication centers to include 9-1-1 and transportation management centers (TMCs). Each lesson includes an objective plus offers black and white photos to easily identify with the program lessons that follow to address the incidents as a method to train the students. This handbook, which was developed in recognition of the need for the compilation and dissemination of information on advanced traffic control systems, presents the basic principles for the planning, design, and implementation of such systems for urban streets and freeways. The presentation concept and organization of this handbook is developed from the viewpoint of systems engineering. Traffic control studies are described, and traffic control and surveillance concepts are reviewed. Hardware components are outlined, and computer concepts, and communication concepts are stated. Local and central controllers are described, as well as display, television and driver information systems. Available systems technology and candidate system definition, evaluation and implementation are also covered. The management of traffic control systems is discussed.

This handbook was designed to assist responsible agencies in managing roadway incidents. It contains: 1) a general discussion of the roadway incident problem and solutions; 2) how to get an incident management program started; 3) details of incident management techniques; and, 4) administrative aspects including financing promotion, and evaluation.

Reducing traffic congestion and improving roadway safety are high priorities for the Federal Highway Administration (FHWA). Traffic incidents are a major source of both highway congestion and safety problems. Incidents are estimated to cause approximately half of all traffic delay. Crashes that result from other incidents account for approximately 16 percent of all crashes and cause 18 percent of freeway deaths. For these reasons, FHWA strongly endorses the establishment and use of good traffic incident management. Effective transportation system management and operations depends on the aggressive management of temporary disruptions (caused by traffic incidents, work zones, weather, special events, etc.) in order to reduce the consequences of these disruptions and return the system to “full capacity.” The Incident Command System (ICS) is the systematic tool for the command, control, and coordination of an emergency response. ICS allows agencies to work together using common terminology and operating procedures for controlling personnel, facilities, equipment, and communications at an incident scene. The purpose of this Simplified Guide is to introduce the ICS to stakeholders who may be called upon to provide specific expertise, assistance, or material during highway incidents but who may be largely unfamiliar with ICS organization and operations. These stakeholders include transportation agencies and companies involved in towing and recovery, as well as elected officials and government agency managers at all levels. This document may also be beneficial to public safety professionals, who are familiar with ICS but may not fully understand how ICS concepts are applicable to transportation agencies.
