The Spatial Distribution Of Poverty In Vietnam And The Potential For Targeting

Abstract: Minot and Baulch combine household survey and census data to construct a provincial poverty map of Vietnam and evaluate the accuracy of geographically targeted antipoverty programs. First, they estimate per capita expenditure as a function of selected household and geographic characteristics using the 1998 Vietnam Living Standards Survey. Next, they combine the results with data on the same household characteristics from the 1999 census to estimate the incidence of poverty in each province. The results show that rural poverty is concentrated in 10 provinces in the Northern Uplands, 2 provinces in the Central Highlands, and 2 provinces in the Central Coast. The authors use Receiver Operating Characteristics curves to evaluate the effectiveness of geographic targeting. The results show that the existing poor communes system excludes large numbers of poor people, but there is potential for sharpening poverty targeting using a small number of easy-to-measure household characteristics. With the adoption of new market-oriented policies, Vietnam has transformed itself from one of the world's poorest countries during the 1980s, into an economy with one of the highest growth rates during the 1990s. Using macroeconomic and household survey data, this publication examines a range of issues including: the causes of Vietnam's economic growth and future prospects; the impact on household welfare and poverty levels, school enrolment, child health and other socioeconomic outcomes; and the nature of poverty in Vietnam and the effectiveness of government policies for poverty reduction, drawing lessons for Vietnam and for other low-income developing countries.

Within the last twenty years a large-scale bottom-up privatization has taken place in Vietnam, changing and dismantling the public health care system. This process has led to severe tensions inherent in the transitional society of Vietnam between equity and access to health care support - especially for the poor, elderly, migrants, and ethnic minorities - on the one hand, and its efficiency on the other hand. The book traces the reform efforts to modernize the health care system by the Communist Party of Vietnam and the Vietnamese government. The author bases her findings on little known primary literature and interviews with key stakeholders of the policy network involved in the reform of the health care system, thereby painting an authentic atmospheric picture of the profound changes in the health care system in Vietnam.

There is today a crucial need to revamp the management and governance of water systems in Asia in order to cater to the increasing demands of a growing group of users with diverse needs - urban settlements, industry, food producers and environmental needs. Child poverty is a central and present part of global life, with hundreds of millions of children around the world enduring tremendous suffering and deprivation of their most basic needs. Despite its long history, research on poverty and development has only relatively recently examined the issue of child poverty as a distinct topic of concern. This book brings together theoretical, methodological and policy-relevant contributions by leading researchers on international child poverty. With a preface from Sir Richard Jolly, Former Assistant Secretary General of the United Nations, it examines how child poverty and well-being are now conceptualized, defined and measured, and presents regional and national level portraits of child poverty around the world, in rich, middle income and poor countries. The book's ultimate objective is to promote and influence policy, action and the research agenda to address one of the world's great ongoing tragedies: child poverty, marginalization and inequality.

This book presents the latest evidence from Young Lives, a unique international study of children and poverty. It shows how the persistence of inequality amid general economic growth is leaving some extremely poor children behind, despite the promises of the Millennium Development Goals.

Abstract: Vietnam's high economic growth in the 1990s led to sharp reductions in poverty, yet over the same time period inequality increased. This increased inequality may be less worrisome if Vietnamese households experience a high degree of income mobility over time. This is because high mobility implies that the long-run distribution of income is more equally distributed than the short-run distribution, since some individuals or households are poor in some years, while others are poor in other years. Glewwe and Nguyen examine economic mobility in Vietnam using recent household survey panel data. The problem of measurement error in the income variable, which exaggerates the degree of economic mobility, is directly addressed. Correcting for measurement error dramatically changes the results. At least one half of measured mobility is because of measurement error.
