The Oceans And Environmental Security

The concept of environmental security, drawing on the widely understood notion of international strategic interdependence (in facing, for example, threats of nuclear war or economic collapse) is gaining currency as a way of thinking about international environmental management. In 1989, the Institute for World Economy and International Relations of the Russian Academy of Sciences and the Marine Policy Center of Woods Hole Oceanographic Institution instituted a joint project to examine environmental security as it applies to the world's oceans. The Oceans and Environmental Security is a unified expression of their findings. The oceans, as global commons, are of central importance to issues of international environmental security. Critical problems are those that are likely to destabilize normal relations between nations and provoke international countermeasures. As such, the book focuses on seven specific concerns: land-based marine pollution North Pacific fisheries depletion hazardous materials transport nuclear contamination the Arctic Ocean the Southern Ocean and Antarctica the Law of the Sea

This seminal book results from a NATO Advanced Research Workshop at the University of Cambridge with Russian co-directorship, enabling the first formal dialogue between NATO and Russia about security issues in the Arctic Ocean. Involving interdisciplinary participation with experts from 17 nations, including all of the Arctic states, this workshop itself reflects progress in Arctic cooperation and collaboration. Interests now are awakening globally to take advantage of extensive energy, shipping, fishing and tourism opportunities in the Arctic Ocean as it is being transformed from a permanent sea-ice cap to a seasonally ice-free sea. This environmental state-change is introducing inherent risks of political, economic and cultural instabilities that are centralized among the Arctic states and indigenous peoples with repercussions globally. Responding with urgency, environmental security is presented as an "integrated approach for assessing and responding to the risks as well as the opportunities generated by an environmental state-change." In this book – diverse perspectives on environmental security in the Arctic Ocean are shared in chapters from high-level diplomats, parliamentarians and government officials of Arctic and non-Arctic states; leaders of Arctic indigenous peoples organizations; international law advisors from Arctic states as well as the United Nations; directors of inter-governmental organizations and non-governmental organizations; managers of multi-national corporations; political scientists, historians and economists; along with Earth system scientists and oceanographers. Building on the “common arctic issues” of “sustainable development and environmental protection” established by the Arctic Council – environmental security offers an holistic approach to assess opportunities and risks as well as develop infrastructure responses with law of the sea as the key “international legal framework” to “promote the peaceful uses” of the Arctic Ocean. With vision for future generations, environmental security is a path to balance national interests and common interests in the Arctic Ocean for the lasting benefit of all.

In this collection, Timothy Doyle and Melissa Risely bring together an international group of environmentalists, political scientists, and international relations scholars to address key issues vital to determining the human and environmental security of the Indian Ocean Region. Addressing topics that include agrifood production systems, the geopolitics of water resources along the Mekong River basin, oil production, transportation, waste disposal, and climate change, the contributors highlight the importance of regional collaboration and offer policy and management strategies for cooperative, multinational problem solving.

The North Pole is being transformed from a sea-ice cap to a seasonally ice-free sea within the next few decades. This fundamental shift in the boundary conditions of the Arctic Ocean will create a new natural system with different dynamics than anything previously experienced by humans in the region. With the diminishing ice cover, interests are awakening globally to take advantage of extensive energy, shipping, fishing and tourism prospects in the Arctic Ocean. A range of states, including the major Arctic powers, are increasingly asserting their sovereignty seawards. National security policies are being declared and nuclear-capable states are adjusting their strategic deployments in the Arctic Ocean. There are forums for international cooperation in the Arctic, most notably the Arctic Council, but peace in the Arctic Ocean has yet to be explicitly established as a common interest because of the long-standing military presence. Risks of political, economic and cultural instabilities are inherent consequences. This volume proposes environmental security as providing a holistic framework to assess these security risks and then identify the appropriate adaptation and mitigation responses. Only after shared risk assessment and understanding of the appropriate responses, will there be sufficient clarity about the governance paths to pursue within the international legal framework of the law of the sea.

Inventory: Routes, Rates and Reactions, Assessment and Remidiation, legal, economic and policy priorites.

Climate change is increasingly recognised as a security issue. Yet this recognition belies contestation over what security means and whose security is viewed as threatened. Different accounts – here defined as discourses – of security range from those focused on national sovereignty to those emphasising the vulnerability of human populations. This book examines the ethical assumptions and implications of these 'climate security' discourses, ultimately making a case for moving beyond the protection of human institutions and collectives. Drawing on insights from political ecology, feminism and critical theory, Matt McDonald suggests the need to focus on the resilience of ecosystems themselves when approaching the climate-security relationship, orienting towards the most vulnerable across time, space and species. The book outlines the ethical assumptions and contours of ecological security before exploring how it might find purchase in contemporary political contexts. A shift in this direction could not be more urgent, given the current climate crisis.

Rapid change in trade, demographics, culture and environment around the Indian Ocean demands a revaluation of how communities, sustainability and security are constituted in this globally strategically important region. Indian Ocean Futures: Communities, Sustainability and Security raises awareness of threats and opportunities beyond popular notions of communities through an examination of issues of concern to local, national, regional and transnational communities around the Indian Ocean Rim. This edited book is organized into three broad areas: the heritage and identity of communities, their sustainability and their security. The first section examines how heritage and identity are negotiated in establishing the basis of communities and public discussion of their futures. The second part explores different practices, technologies and communities of sustainability; from technologies being developed for sustainable coastal regions to the adoption of traditional practices for food management. The final section canvasses the changing landscapes and seascapes of the Indian Ocean in relation to the broad concerns of food, environmental and political security. As such, this volume offers the reader valuable engagement with the complex relations of communities and environments and key discourses shaping understandings of the future of the Indian Ocean region.

Building on the "Ocean Security Conference" held in the US Congress in May 1997 and the "Towards Enhancement of Ocean Security in the Third Millennium" conference held in the Swedish Parliament in January 1998, the International Conference for the Initiative of Environmental Security of Seas and Oceans was held in Tripoli, Libya, 23-25 July 2005 as the first of three international conferences on the Ocean Security Initiative. It was organized by the Advisory Committee on Protection of Seas and Oceans (ACOPS) under the patronage of the Gadhafi International Foundation for Charities Associations and the Environmental General Authority of Great Jamahiriya. Ocean environment and security experts from 26 countries representing governments, international organizations, NGOs, and the private sector participated. The conference addressed the environmental security issues relating to the seas and oceans from a broad perspective ranging from illegal immigration to transnational organized crime. Participants stressed that international and trans-institutional collective action was required to assure compliance with international terms and standards for improved ocean environmental security. Relevant military personnel should review outcomes of the July 2005 conference to determine whether new, relevant issues or opportunities were created. Military-to-military cooperation with Libya should be considered, given Libya's new international posture. Relevant military personnel should study the Tripoli Declaration on Ocean Security and contact the US Assistant Secretary of State for Oceans and International Environmental and Scientific Affairs and the US Congressional delegation led by Congressman Curt Weldon to explore the range of possibilities for cooperation.

Environmental politics and policy, while gaining a significant place in the nation's consciousness, constantly comes up against the United States' desire for more development, more profit, and a collective lack of foresight. The oceans cover more than seventy per cent of the surface of the planet and they provide many vital ecosystem services. However, the health of the world's oceans has been deteriorating over the past decades and the protection of the marine environment has emerged as one of the most pressing legal and political challenges for the international community. An effective solution depends upon the cooperation of all states towards achieving agreed objectives. This book provides a critical assessment of the role that international law plays in this process, by explaining and evaluating the various legal instruments that have been negotiated in this area, as well as key trends in global ocean governance. Starting with a detailed analysis of the United Nations Convention on the Law of the Sea, the book considers the main treaties and other legal texts that seeks to prevent, reduce, and control damage to the marine environment caused by navigation, seabed exploitation, fishing, dumping, and land-based activities, as well as emerging pressures such as ocean noise and climate change. The book demonstrates how international institutions have expanded their mandates to address a broader range of marine environmental issues, beyond basic problems of pollution control to include the conservation of marine biological diversity and an ecosystems approach to regulation. It also discusses the development of diverse regulatory tools to address anthropogenic impacts on the marine environment and the extent to which states have adopted a precautionary approach in different maritime sectors. Whilst many advances have been made in these matters, this book highlights the need for greater coordination between international institutions, as well as the desirability of developing stronger enforcement mechanisms for international environmental rules.
