The Global Health Network On Alcohol Control

Global efforts to address alcohol harm have significantly increased since the mid-1990s. By 2010, the World Health Organization (WHO) had adopted the non-binding Global Strategy to Reduce the Harmful Use of Alcohol. This study investigates the role of a global health network, anchored by the Global Alcohol Policy Alliance (GAPA), which has used scientific evidence on harm and effective interventions to advocate for greater global public health efforts to reduce alcohol harm. The study uses process-tracing methodology and expert interviews to evaluate the accomplishments and limitations of this network.The study documents how network members have not only contributed to greater global awareness about alcohol harm, but also advanced a public health approach to addressing this issue at the global level. While the current network represents an expanding global coalition of like-minded individuals, it faces considerable challenges in advancing its cause towards successful implementation of effective alcohol control policies across many low- and middle-income countries (LMICs). The analysis reveals that a need to transform the network into a formal coalition of regional and national organizations that represent a broader variety of constituents, including the medical community, consumer groups, and development-focused non-governmental organizations (NGOs). Considering the growing harm of alcohol abuse in LMICs and the availability of proven and cost-effective public health interventions, alcohol control represents an excellent 'buy' for donors interested in addressing non-communicable diseases (NCDs). Alcohol control has broad beneficial effects for human development, including promoting road safety, and reducing domestic violence and health care costs across a wide variety of illnesses caused by alcohol consumption.

Every year, the harmful use of alcohol kills 2.5 million people, including 320,000 young people between 15 and 29 years of age. It is the eighth leading risk factor for deaths globally, and harmful use of alcohol was responsible for almost 4% of all deaths in the world, according to the estimates for 2004. In addition to the resolution, a global strategy developed by WHO in close collaboration with Member States provides a portfolio of policy options and interventions for implementation at the national level with the goal to reduce the harmful use of alcohol worldwide. Ten recommended target areas for policy options include health services' responses, community action, pricing policies and reducing the public health impact of illicit alcohol and informally produced alcohol. WHO was also requested to support countries in implementing the strategy and monitor progress at global, regional and national levels.

Natural and man-made disasters, like floods and eruptions of volcanoes, have tormented mankind since antiquity. Despite all the warning signs, it is certain that when the eruption of Vesuvius started on the morning of 24 August, CE 79, it caught the local population of Pompeii utterly unprepared for the major disaster that ultimately ruined the entire city. What makes our world today different from the population of ancient Pompeii 2,000 years ago, is better abilities to share scientific data about the warning signs of disasters. Modern technologies are giving us an unprecedented opportunity to share disaster preparedness and mitigation information very rapidly and effectively. Technologies such as the Internet, telecommunications, etc., have a great potential to help us prepare for disasters, however, oftentimes scientists are not taking advantage of them. This publication focuses on the importance of the networking of scientists researching the area of natural and man-made disasters, to try to prepare the world better for them in the future.

This publication presents a comprehensive perspective on the worldwide, regional and country consumption of alcohol, patterns of drinking, health consequences and policy responses in member states. Geopolitical shifts, increasing demands for accountability, and growing competition have been driving the need for change within transnational nongovernmental organizations (TNGOs). As the world has changed and TNGOs' ambitions have expanded, the roles of TNGOs have shifted and their work has become more complex. To remain effective, legitimate, and relevant in the future necessitates organizational changes, but many TNGOs have been slow to adapt. As a result, the sector's rhetoric of sustainable impact and social transformation has far outpaced the reality of TNGOs' more limited abilities to deliver on their promises. Between Power and Irrelevance openly explores why this gap between rhetoric and reality exists and what TNGOs can do individually and collectively to close it. George E. Mitchell, Hans Peter Schmitz, and Tosca Bruno-van Vijfeijken argue that TNGOs need to change the fundamental conditions under which they operate by bringing their own "forms and norms" into better alignment with their ambitions and strategies. In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.
