The transformation of the St. Malo declaration into a European process represents a milestone in the history of European integration, for the first time bringing defense within the scope of European policy coordination. There remains a number of open and interconnected questions related to the European Security and Defense Policy's political structure, force capabilities, and mission that together threaten to cast a shadow over the EU's capacity to create a credible military force with which to reinforce its capacity and autonomy in the area of crisis management. This volume attempts to chart the progress, the problems, and the future prospects of this ambitious and highly contentious venture.

Since the closing years of the Cold War, European member states and their transatlantic allies have been involved in vigorous debates about the future configuration of security and defence arrangements for the old continent. Since December 1998, these debates have produced more progress towards a European Security and Defence Policy (ESDP) than in the previous fifty years. That progress was galvanised by the terrorist attacks of 11 September 2001. The debate has essentially turned around three inter-related challenges emerging from the end of the Cold War. How to introduce security and defence policy issues into the European Union as prescribed by the Maastricht Treaty. How to maximise European security and defence autonomy in terms of both political decision-making and military capacity. How to retain US commitment to European security through a restructured Atlantic Alliance guaranteeing Euro-Atlantic complementarity rather than contradiction.

This book engages with key contemporary European security issues from a variety of different theoretical standpoints, in an attempt to uncover the drivers of foreign policy and defence integration in the EU. Although European foreign policy has been attracting an ever-increasing number of International Relations (IR) scholars since the end of the Cold War, consensus on what drives European foreign policy integration has not yet emerged. This book seeks to encourage debate on this issue by examining a wide range of high-profile security issues which have roused significant interest from policy makers, academics and the public in recent years. The volume discusses, amongst other issues, the strategic posture of the European Union as a security actor, the troubled relationship with Russia, the debate regarding France’s relations with the US following France’s rapprochement with NATO and the EU’s influence in the Israeli-Palestinian conflict. The collective intent of the contributors to highlight the drivers of EU foreign policy and defence integration ties together the wide variety of topics covered in this volume, forming it into a comprehensive overview of this issue. By paying considerable attention not just to the internal drivers of EU cooperation, but also to the critical role played by the US as an incentive or obstacle to European security, this book presents a unique contribution to this field of debate. This book aims to provide an overview of Italian foreign policy from the moment of unification to the establishment of the European Union. Three turning points are crucial in order to clarify Italy’s foreign policy: 1861, the proclamation of the Italian Kingdom; 1943, when Italy surrendered in World War II; 1992, the signing of the Maastricht Treaty. The international position of Italy continues to be an enigma for many observers and this fuels misinterpretations and prejudices. This book argues that Italy is different but not divergent from other European countries. Italian elites have traditionally seen foreign policy as an instrument to secure the state and import models for development. Italy can still contribute to international security and the strengthening of the EU. At the same time, Italy is not a pure adaptive country and has always maintained a critical attitude towards the international system in which it is incorporated.

This book examines the present crisis of Greece’s political economy as a crisis of stateness, tackling the domestic as well as the international dimensions. It represents the first attempt by Greek academics to put forward a theoretically-informed, interdisciplinary analysis of Greece’s fiscal, economic, and political crisis. The approach aims to fill a major gap, combining insights from comparative politics, political economy, international relations theory, and legal-institutional analysis, in a theoretically informed account of the Greek case in comparative and theoretical perspective. The book tackles the issue of the possible next steps for the EU under the influence of the crisis of the eurozone, including a thorough analysis of national sovereignty seen from a domestic and an international point of view, focusing on critical processes in the international arena such as interdependency and dependency, while a legal-institutional chapter demonstrates the erratic way in which Greek government dealt with sovereign debt.
