An assessment of the work of the contractors who were commissioned by the Victualling Board to provision the fleet in this period. Provisioning the fleet, and the army overseas, during the French Wars of 1793-1815 was a major undertaking. This book explains how the Victualling Board in London handled this enormous task, focusing in particular on contractors -that is the merchants and brokers, who provided a vast range of commodities including flour and biscuit, salt beef and pork, as well as huge quantities of fresh water and coal, and every other item needed. It shows how these merchants could be large or small concerns, and provides detailed case studies of different kinds of contractors, including examples of contractors based both in Britain and in the navy's overseas bases. The book demonstrates how, overall, the contracting system represented the mobilisation of a substantial part of the British economy for war; how the performance of contracting was effective, with little or no corruption; and how the contractors took considerable financial risks and made only reasonable margins. It assesses the performance of the Victualling Board, arguing that this was good, and that the problem in the major area of weakness - accounting - was quickly addressed following a major crisis in 1808-09. It concludes that this was "an impressive performance" by the state, but that the overwhelming advantage was the resilience of the market, and that it was "upon the success of the contractors that the war at sea was won." For most of his career, ROGER KNIGHT was on the staff of the National Maritime Museum, leaving as Deputy Director in 2000. Since then he has taught at the Greenwich Maritime Institute at the University of Greenwich, where he is currently Visiting Professor of Naval History. MARTIN WILCOX completed a doctorate in maritime history at the University of Hull, and has been employed as postdoctoral research fellow at Greenwich Maritime Institute since 2006.

Shows how Rainier skillfully coped with the immense difficulties of maintaining British naval power in a huge area fraught with difficult circumstances. When war broke out with France in 1793, there immediately arose the threat of a renewed French challenge to British supremacy in India. This security problem was compounded in 1795 when the French overran the Netherlands and the extremely valuable Dutch trade routes and Dutch colonies, including the Cape of Good Hope and what is now Indonesia, fell under French control. The task of securing British interests in the East was a formidable one: the distanceswere huge, communication with London could take years, there were problems marshalling resources, and fine diplomatic skills were needed to keep independent rulers on the British side and to ensure full co-operation from the EastIndia Company. The person charged with overseeing this formidable task was Admiral Peter Rainier (1741-1808), commander of the Royal Navy in the Indian Ocean and the East from 1794 to 1805. This book discusses the enormous difficulties Rainier faced. It outlines his career, explaining how he carried out his role with exceptional skill; how he succeeded in securing British interests in the East - whilst avoiding the need to fight a major battle; how he enhanced Britain's commanding position at sea; and how, additionally, in co-operation with the Governor-General, Richard Wellesley, he further advanced Britain's position in India itself. Military Entrepreneurs and the Spanish Contractor State in the Eighteenth Century offers a new approach to the relationship between warfare and state construction. Historians looking at how war funding impinged on state development, and how state growth made wars more significant, have tended to downplay the role of military-provisioning entrepreneurs. Written off as corrupt and selfish, these entrepreneurs jarred with the received view of a rationally growing and modernising state. This volume shows that the state-entrepreneur relationship was much more fluid and constant than previously thought. The state was not able to enforce a top-down military supply policy; at the same time it benefited from the entrepreneurs' collaboration and their shared mercantilist ambitions. The entrepreneurs' mobilisation of military supplies was crucial for extending state authority and helped to knit together national and colonial markets. But this fluid state-entrepreneur relationship gradually became shrouded in privileges and monopolies, not so much ideology driven or imposed by the entrepreneurs but rather as an arrangement exploited by the state to boost its control over them, whittling down middlemen and ensuring the solvency and creditworthiness of the chosen few. This arrangement spiralled into a risky inter-dependence and cramped entrepreneurial competition. Rafael Torres Sánchez furnishes new insights into the role of military entrepreneurs in debates about warfare and state construction.
