Social Security In Contemporary Japan

The present study analyzes the livelihood security system of contemporary Japan in international comparison from a historical and gender perspective. It posits ‘livelihood security systems’ rather than ‘welfare states’ or ‘welfare regimes’ as its object of analysis to enter the role of non-governmental institutions and of governmental policies reaching beyond income transfers into vision. Based on rich statistical materials, the evolution of Japan’s livelihood security system in recent decades is traced to reveal a rigid male breadwinner orientation increasingly out of step with social realities. The need for remedying the gender bias built into Japan’s social insurance schemes has been politically highlighted since the late 1990s, but legislative action has continued to be deferred. The author argues that at present the livelihood security system of Japan is not only dysfunctional, but actually functioning in reverse, in a sense of furthering social exclusion. The study concludes with suggestions for a possible reconstruction of Japan’s social security system, arguing for an increased role of the ‘third sector’ or ‘social economy’ in livelihood security and care provision. This book will appeal to scholars and students with an interest in social policy, welfare economics and gender studies, as well as Japanese politics and society.

This book discusses the building of comprehensive community support systems, which constitutes a key issue in social security reforms in Japan. The book comprises three parts: (I) Mapping Social Security in Japan, (II) Community-Based Integrated Care Systems in Japan, and (III) A Prospect of Community-Based Inclusive Society in Japan. The chapters in this book were composed on the basis of research into community-based integrated care systems and community-based inclusive society, conducted by members of the Association of Japanese Geographers’ Study Group “Regional Issues Related to the Birthrate Decline and Population Aging.” Choosing local governments with different regional characteristics, the authors conducted empirical research to uncover the characteristics of comprehensive community support systems, building processes, and challenges in the respective local governments. Non-Japanese readers will acquire an understanding of the characteristics of social security and the trends of the reforms in Japan. To support its use as a reference book, chapters in Part I include numerous maps and figures with the themes of welfare, medical care, and health levels in Japan.

The Routledge Handbook of Contemporary Japan presents a synthesized, interdisciplinary study of contemporary Japan based on up-to-date theoretical models designed to provide readers with a comprehensive and full understanding of the dynamics of contemporary Japan. Combining work and family remains a major challenge for married women in contemporary Japan, and it’s not uncommon for them to quit working when starting a family. Single mothers, by contrast, almost always work, regardless of the age of their children. Despite their eagerness to support themselves and their children through employment, their average income remains low and many live on a household budget close to the poverty line. This book examines how the difficult living conditions facing single mothers in Japan highlight not only the challenges they face in earning a family wage and managing the work-family balance, but also reveals the class dimensions of family life in contemporary Japan. The need to make ends meet with few resources means that mothers may find it difficult to uphold the lifestyle they may consider as most appropriate for the upbringing of their children, and that they may have to choose between their presence at home, in line with the ideal of the middle-class housewife and mother, or devoting more time to earning an income that can pay for a good education. Social class, in this case, is not just a matter of education, occupation, or income, but is also expressed by mothers’ approaches to their children’s’ upbringing and future opportunities in education and employment. Based on life history interviews with single mothers, this study examines the gendered meanings of social class and social achievement and the role of maternal practices in shaping their children’s future life trajectories.

This book presents an ethnographic investigation of intimate and reproductive behaviour in current Japanese society, grounded in the viewpoints of a group of Japanese mothers. It adopts a new approach in studying the decreasing fertility rates which are contributing to the ageing population in modern Japan. Based on the accounts of 57 married Japanese women, it employs symbolic interactionism as a framework to examine the various factors affecting decision-making on childbirth. The influence of Assisted Reproductive Technologies (ARTs), abortion and contraception in the daily interactions and experiences of the mothers are analysed to offer a new perspective on the Japanese demographic conundrum. With strong contextual information as the foundation, the book contributes fresh insight into how Japanese women perceive the idea of childbirth in a modernized society, and also assists our understanding of the factors causing Japan’s ageing population. Further, it places the mothers’ experiences within current global debates to highlight the salience of the Japanese case. As the first book to provide an in-depth examination of the social process underpinning the decision to become a mother in Japan, it will appeal to students and scholars of Japanese culture and society, Gender Studies, and Sociology.

High economic growth and relatively equitable distribution were among the most conspicuous characteristics of the postwar Japanese political economy. The lure of the Japanese model, however, has faded since the 1990s. Growth is in short supply and equality a thing of the past. In Welfare through Work, Mari Miura looks in depth at Japan's social protection system as a factor in the contemporary malaise of the Japanese political economy. The Japanese social protection system should be understood as a system of "welfare through work," Miura suggests, because employment protection has functionally substituted for income maintenance. A gendered dual system in the labor market allowed a high degree of labor market flexibility, which enabled Japan to achieve high employment rates as well as strong legal protections for regular workers. In recent years, conservatives gradually replaced the productivism and cooperatism that had resulted from earlier party politics with neoliberalism, which, in turn, hampered the effectiveness of the welfare through work system. In Miura's view, the dynamics of partisan competition fostered ideational renewal, just as the political visions and ideologies of the governing party strongly affected the design of the social protection system. In the scenario Miura describes, the partisan dynamics since the 1990s resulted in the policy change that further undermined the social protection system, and the ensuing disruption has been felt throughout Japan.
