This book is designed to be the definitive statement on social equity theory and practice in public administration. Social equity is often referred to as the "third pillar" in PA, after efficiency and economy. It concerns itself with the fairness of the organization, its management, and its delivery of public services. H. George Frederickson is widely recognized as the originator of the concept and the person most associated with its development and application. The book's introduction and chapters 1-4 offer general descriptions of social equity in terms of its arguments and claims in changing political, economic, and social circumstances, and trace the development of the concept over the past forty years. Chapters 5-9 provide applications of social equity theory to particular policy arenas such as education, or to specific public administration issues such as the range of administrative discretion, the legal context, the research challenges, and social equity in the context of time and generations. Chapters 10 and 11 describe the current state of social equity and look towards the future.

This is the first book that provides a comprehensive examination of social equity in American public administration. The breadth of coverage--theory, context, history, implications in policy studies, applications to practice, and an action agenda--cannot be found anywhere else. The introduction examines the values that support social equity (fairness, equality, justice) in relationship to each other. Unlike other books, Justice for All contrasts equality with the value of freedom and related norms such as individulalism and competition. It is the tension between these competing value clusters that shapes the debate about social equity in the United States. Subsequent chapters advance this theme, for example, contrasting the choice between combatting inequality and promoting development in urban regions, and between affirmative action and advancing diversity. Later chapters highlight the book's key contribution--the application of social equity principles in practice--with chapters on health, criminal justice, education, and planning. Additional chapters examine the ways that social equity can be advanced through leadership and policy/social entrepreneurship, assessment of agency management, and managing human resources. The book concludes with an agenda that affirms a more active and comprehensive definition of social equity for the field and elaborates how that definition can be converted into actions supported by the measurement of access, proceduraal fairness, quality, and results.

In this compelling book the author contends that social equity--specifically racial equity--is a nervous area of government. Over the course of history, this nervousness has stifled many individuals and organizations, thus leading to an inability to seriously advance the reduction of racial inequities in government. The author asserts that until this nervousness is effectively managed, public administration social equity efforts designed to reduce racial inequities cannot realize their full potential.

A close analysis of the framework of existing governance and the existing jurisdictional arrangements for shipping and ports reveals that while policy-making is characterized by national considerations through flags, institutional representation at all jurisdictions and the inviolability of the state, the commercial, financial, legal and operational environment of the sector is almost wholly global. This governance mismatch means that in practice the maritime industry can avoid policies which it dislikes by trading nations off against one another, while enjoying the freedoms and benefits of a globalized economy. A Post-modern interpretation of this globalized society prompts suggestions for change in maritime policy-making so that the governance of the sector better matches more closely the environment in which shipping and ports operate. Maritime Governance and Policy-Making is a controversial commentary on the record of policy-making in the maritime sector and assesses whether the reason for continued policy failure rests with the inadequate governance of the sector. Maritime Governance and Policy-Making addresses fundamental questions of governance, jurisdiction and policy and applies them to the maritime sector. This makes it of much more interest to a much wider audience – including students, researchers, government officials, and those with industrial and commercial interests in the shipping and ports areas - and also of more value as it places the specific maritime issues into their wider context. This cross-cultural content analysis (which merged traditional content analysis method with semiotic concepts) compared advertising in the United States (a highly individualistic and low-context culture) and India (a highly collectivist and high-context culture). The study examined the characteristics, differences and similarities in advertising strategies and expressions. A stratified random sample of advertisements for consumer products was selected from nationally circulated news magazines and business magazines of each country between January 1993 and December 1994 (Time and Business Week from the United States; India Today and Business India from India). This study found that there were significant differences in the way the two cultures produced advertising messages and that differential cultural values were reflected in their advertising expressions. The findings revealed that the U.S. advertisements utilized direct rhetorical styles, individualistic visual stances, sexual portrayals of women and comparative approaches more often than their Indian counterparts. The Indian ads utilized indirect rhetorical styles, collective visual stances and stereotypical portrayals of women more frequently than did the U.S. ads. The evidence of specific cross-cultural differences suggests that perhaps the proponents of "standardization of international advertising" have promoted an oversimplification. This cross-cultural study suggests that caution should be exercised when considering standardization in advertising and other forms of promotional communication between divergent cultures.
