A. D., 1899, and concluded on the l0th day of March, A. D., 1899; and I further certify that all laws and resolutions contained in this volume, which, by their terms, were to take efiect upon their publi cation, will take efiect and be in force from and after the l0th day of April 1899; and I further certify that all the laws and resolu tions herein contained which, by their terms, were to take effect upon their passage and approval, took efiect from and after the respective dates annexed thereto in this volume.
