Public Finance Of The Dutch Republic In Comparative Perspective

This study offers the first complete overview of the remarkable public finances of the Dutch Republic of the United Provinces. Wantje Fritschy has analysed the development and structure of its public revenue and expenditure. She argues that a ‘tax revolution’ and the ‘fiscal resilience’ of the provinces together were more important for its surprising performance than Holland’s public debt alone, and the institutional and economic characteristics of its ‘urban system’ were more important than wealth due to foreign trade. Comparisons with the fiscal systems of three more centralized states - the Venetian Republic, Britain and the Ottoman Empire - underline the crucial importance of long-term ‘urbanization trajectories’ in understanding early-modern fiscal performance. It was not because it was federal that the Dutch Republic collapsed.

First published in 1999, this volume surveys economic theories of political mechanisms as well as political theories of the influence of the institutional context in which decisions about social economic policies are being made. In the first half of the seventeenth century the Dutch Republic emerged as one of Europe's leading maritime powers. The political and military leadership of this small country was based on large-scale borrowing from an increasingly wealthy middle-class of merchants, manufacturers and regents This volume presents the first comprehensive account of the political economy of the Dutch republic from the sixteenth to the early nineteenth century. Building on earlier scholarship and extensive new evidence it tackles two main issues: the effect of political revolution on property rights and public finance, and the ability of the nation to renegotiate issues of taxation and government borrowing in changing political circumstances.

This book is based upon a comparative public administration research project, initiated by the Hertie School of Governance (Germany) and the Bertelsmann Foundation (Germany) and supported by a network of researchers from many EU countries. It analyzes both the regimes and the practices of local fiscal regulation in 21 European countries. The book brings together key findings of this research project. The regulatory discussion is not limited to the prominent issue of fiscal rules but focuses on every component of regulation. Beyond this, the book covers affiliated topics such as the impact of regulation for local governments, evolution of regulation, administrative costs and crisis prevention. The various book chapters throughout provide a broad picture of local public finance regulation in theory and in practice, using different theoretical and national lenses for the analysis. Furthermore, the authors investigate the effects of budgetary constraints and higher-level regulatory efforts on local governments and on democracy and public services in every European country. This book fills a gap with respect to the lack of discussion on local government finance from an international, comparative perspective and, in particular, the regulation of local public finance. How medieval Dutch society laid the foundations for modern capitalism The Netherlands was one of the pioneers of capitalism in the Middle Ages, giving rise to the spectacular Dutch Golden Age while ushering in an era of unprecedented, long-term economic growth. Pioneers of Capitalism examines the formal and informal institutions in the Netherlands that made this economic miracle possible, providing a groundbreaking new history of the emergence and early development of capitalism. Drawing on the latest quantitative theories in economic research, Maarten Prak and Jan Luiten van Zanden show how Dutch cities, corporations, guilds, commons, and other private and semipublic organizations provided safeguards for market transactions in the state’s absence. Informal institutions developed in the Netherlands long before the state created public safeguards for economic activity. Prak and van Zanden argue that, in the Netherlands itself, capitalism emerged within a robust civil society that constrained and counterbalanced its centrifugal forces, but that an unrestrained capitalism ruled in the overseas territories. Rather than collapsing under unrestricted greed, the Dutch economy flourished, but prosperity at home came at the price of slavery and other dire consequences for people outside Europe. Pioneers of Capitalism offers a panoramic account of the early history of capitalism, revealing how a small region of medieval Europe transformed itself into a powerhouse of sustained economic growth, and changed the world in the process.

This volume explores the relevance of decline within the republican tradition. While scholarship on republicanism thrives, the idea of decline, which has been prominent in republican theory since antiquity, has received relatively little attention.
