Pathways To African Export Sustainability

Research carried out for this book demonstrates that governments can and should help to reduce the rate of failure of African export ventures through a mixture of improvements in the business environment, as well as well-targeted proactive interventions. The business environment can be made more conducive to sustainable export entrepreneurship through traditional policy prescriptions such as reducing transportation costs, facilitating trade through better technology and workflow in border management, improving the effectiveness of banking regulations to ensure the availability of trade finance, and striving for regulatory simplicity and coherence. In addition, governments can help leverage synergies between exporters. Original research featured in this book shows that African exporters improve each other's chances of survival when a critical mass of them penetrates a given market together. They also benefit from diaspora presence in destination markets.

This book provides a thorough understanding of the key policy debates on international trade and investment for development with a focus on the East African Community (EAC) to strengthen Member States’ capacity to develop policies to promote their exports’ competitiveness and diversification. Beyond Member States’, the book serves as a base for a deeper understanding of the challenges, opportunities and requirements of the intra-continental trade agreement which is now in sight with the ratification of the Tripartite (EAC-COMESA-SADC) Free Trade Area that is critical in addressing key constraints to trade in the African continent. Moreover, the lessons from this edited volume may also extend to the challenges and opportunities of the African Continental Free Trade Area. The book brings together a comprehensive overview and an evidence-based analysis that can be considered best practice in the region. The trade and investment policy analysis of constraints and opportunities aims to improve trade and competitiveness and covers macro- (economy-wide), meso- (sectoral) and micro- (firm or household) levels. This multi-level approach is crucial for understanding how current trade and investment policies limit competitiveness and diversification in order to identify more tangible policy action for overcoming such constraints. The individual contributors follow comprehensive applied empirical approaches, and each chapter generates knowledge needed to identify key challenges and opportunities focusing on research-led policy-relevant approaches that enable readers to better understand national, bilateral, and multilateral cooperation as well as policies for sustainable development in East Africa. The contributors know the EAC context very well as their engagement in policymaking goes beyond the context of the papers they are writing about. The individual chapters were developed as part of a research and capacity building programme under the aegis of ACP and EU that we implemented in 2020-2022. The research project well fits into the Frontiers in African Business Research series as we have many African contributors. The contributions matter to policymakers and academic circles. For students, the book serves as an excellent guide for understanding international trade and investment theories and gaining up-to-date knowledge on developments in the world economy and their effects on developing countries and SDGs. Trade policy researchers and students will be able to extend theories and empirical data to address new and emerging topics beyond the settings already covered in the book.

Is entrepreneurial and environmental sustainability the only way to safeguard Mother Earth? Professors Nyaanga and Ehiobuche present perspectives, prospects, and opportunities that African entrepreneurship offers and more effective strategies and principles to thrive. Given the distinctiveness of the African continent in terms of its economic infrastructure, political systems, extreme poverty, rapid urbanization, deforestation, environmental impact of the extractive industries, rate of economic growth, rural development, high dependence on foreign aid, low human capital, rising high youth unemployment, climatic variability, natural environmental hazards, abundant natural resources, and alluring consumer goods, most people would concur that at its heart, entrepreneurship is the identification of possibilities in the unmet, underserved, and growing needs of people through the mobilization of resources and the establishment of enterprises. Still, the nature of the activity is very context-sensitive. What functions in one setting and for one population will not necessarily function in another. The needs themselves, as well as the approaches and structures that can be produced acceptably, vary from one place and person to another. Although many business owners believe sustainability is important in their personal lives, they are persuaded that they lack the means to implement it in their fledgling business entities. This book presents baby steps and common-sense ways to see that sustainability is the most effective strategy for ensuring long-term success.

This book contains a collection of studies on the interactions between businesses in Africa and Global Value Chains (GVCs) in terms of social, environmental and economic sustainability. This is particularly pertinent given the asymmetrical power distribution between the global buyer and the African supplier, their governance relationships and the ongoing competitive pressures to reduce costs and increase flexibility to meet GVC demands. Rather than focusing on the sustainability of a single organization, GVCs address the sustainability of inter-firm value chains and global industries as a whole. With little differentiation between value chain creation and social / environmental degradation extending to people and raw material extraction (upstream) and disposal or recycling (downstream), sustainability issues need to be at the forefront of African business research interests. Nowadays, sustainability is considered a competitive advantage for a firm looking to join a GVC. Whether sustainability is approached from the viewpoint of an exporting firm motivated to join a GVC in its respective industry or whether a firm’s continuing contractual or collaborative relationship with a buyer depends on its compliance with sustainability standards, both approaches focus on the ability of firms in Africa to benefit from joining sustainable GVCs.

Sustainable Urban Mobility Pathways examines how sustainable urban mobility solutions contribute to achieving worldwide sustainable development and global climate change targets, while also identifying barriers to implementation and strategies to overcome them. Building on city-to-city cooperation experiences in Europe, Asia, Africa and Latin America, the book examines key challenges in the context of the Paris Agreement, UN Sustainable Development Goals and the New Urban Agenda, including policies needed to achieve a sustainable, low-carbon pathway for transport and how an integrated policy strategy is designed to provide a basis for political coalitions. The book explores which institutional framework creates sufficient political stability and continuity to foster the take-up of and long-term support for sustainable transport strategies. Agriculture is a major contributor to Africa's GDP, the region's biggest source of employment and its largest food producer. However, agricultural productivity remains low and buyer-driven global value chains offer few opportunities for small producers to upgrade into higher value-added activities. In recent years, the revival of Africa's cooperatives has been celebrated by governments and international donors as a pathway towards inclusive agricultural development, and this book explores the strengths but also the issues which surround these cooperatives. The book scrutinizes the neoliberal ideal of economic prosperity arising through the operation of liberalized labor markets by illuminating the discriminatory nature of Uganda's informal labor relations. It points to the role of cooperatives as a potential instrument of progressive change in African export agriculture, where large numbers of small producers depend on casual wage work in addition to farming. In contrast to the portrayal, advanced by some governments and rarely questioned by donors, of an unproblematic co-existence of small producers' collective action and big capital interests, the author calls for a re-politicized debate on the Social and Solidarity Economy. As part of this, she highlights the adverse political and economic conditions faced by African cooperatives, including intense international competition in agricultural processing, inadequate access to infrastructure and services, and at times antagonistic state-cooperative relations. Supported by wide-ranging interdisciplinary evidence, including new ethnographic, survey and interview data, this book shows how cooperatives may be co-opted by both the state and corporations in a discourse that ignores structural inequalities in value chains and emphasizes poverty reduction over economic and political empowerment. It provides a critique of New Institutional Economics as a framework for understanding how institutions shape redistribution, and develops a political economy approach to explore the conditions for structural change in African export agriculture.

This book presents a coherent framework for assessing economic policy making in developing countries, with special reference to those in Africa. The chapters focus on policy making issues in three critical areas that are of major importance in the African context: capacity building for domestic resource mobilization; regional integration in Africa and intra-regional trade; and export diversification of individual African countries. Although applying economic theory as well as using case studies and empirical evidence from the economics literature, the book is written in a way that makes the core ideas accessible even to readers without advanced knowledge of the technical economics involved.
