Intercultural Dialogue

This open access book analyses intercultural dialogue as a concept, policy and ideal in European education policy documentation. The core European transnational organizatons - the Council of Europe and the European Union - have actively promoted policies to engender inclusive societies and respond to challenges that diversification may entail. This book, in turn, offers suggestions for improving education policies in super-diversified Europe and beyond, where there is an increasing need for cultural understanding and constructive dialogue. The authors utilize concept analysis to reveal how these organizations seek to deal with dialogue between cultures, as well as weight given to cultural differences and intercultural encounters. ‘Intercultural dialogue’, as a concept and ideology in the European Union, stimulates a rational 21st century society where people can engage in (intercultural) communication on a global scale, and can do so openly and freely in conditions of security and mutual respect. Intercultural dialogue connotes dialogic communication that is peaceful, reconciliatory, and democratic. Yet the term and its accompanying rhetoric belie the intercultural communicative undercurrents and their manifestations that people encounter in their daily lives. The research-informed chapters in this book, which are situated in international contexts, provide more nuanced understandings, and many even challenge this non-critical ideology by suggesting that the concept of intercultural dialogue is inoperable and problematic under the present conditions of globalisation and migration, where there exists conflict, vulnerability, and instability. The different theoretical perspectives and analyses presented by the authors are a reminder that researchers in the field of intercultural communication require robust and appropriate theories, methods, and pedagogies in order to research these complex conditions and contexts, particularly where different languages and identities are present. In this book, Flynn stresses the vital role of intercultural dialogue in developing a non-ethnocentric conception of human rights. He argues that Jürgen Habermas’s discourse theory provides both the best framework for such dialogue and a much-needed middle path between philosophical approaches that derive human rights from a single foundational source and those that support multiple foundations for human rights (Charles Taylor, John Rawls, and various Rawlsians). By analyzing the historical and political context for debates over the compatibility of human rights with Christianity, Islam, and "Asian Values," Flynn develops a philosophical approach that is continuous with and a critical reflection on the intercultural dialogue on human rights. He reframes the dialogue by situating it in relation to the globalization of modern institutions and by arguing that such dialogue must address issues like the legacy of colonialism and global inequality while also being attuned to actual political struggles for human rights.
