Innovation In Brazil

Since the early 2000s, state-led and innovation-focused strategies have characterized the approach to development pursued in countries around the world, such as China, India, and South Korea. Brazil, the largest and most industrialized economy in Latin America, demonstrates both the opportunities and challenges of this approach. Over the course of nearly 20 years, the Brazilian government enacted various policies and programs designed to strengthen the country’s capacity to innovate. It increased spending on science and technology, encouraged greater collaboration between industry and universities, and fostered the creation of new institutions whose primary aim was to facilitate greater private research and development (R&D) spending. In this book, the editors unite a diverse array of empirical contributions around a few key themes, including public policies, institutions and innovation ecosystems, and firms and industries, that collectively make the case for a new, forward-looking innovation agenda aimed at addressing persistent challenges and exploiting emerging opportunities in Brazil. Its conclusions offer valuable lessons for other developing and emerging economies seeking to accelerate innovation and growth in the modern age. This book examines the construction of an innovation system in Brazil’s health industries over the past twenty years. The authors argue that the system has remained active despite the crisis that began in 2014. However, while this crisis has led to cuts in public spending on research and health, it has simultaneously tended to stimulate local production and invention aimed at reducing deficits in the trade in medicines and medical technologies. This book examines the rise, spread and decline of participatory budgeting in Brazil. In the last decade of the twentieth century Brazil became a model of participatory democracy for activists, practitioners, and scholars. However, some thirty years later participatory budgeting is in steep decline, and on the verge of disappearing from Brazil. Drawing from institutional, political choice, civil society, and public administration literature, this book generates theory that accounts for the rise and fall of an innovative democratic institution. It examines what the arc of the creation, spread, and decline of participatory budgeting tells us about the long-term viability and potential democratic impact of this innovative democratic institution as it spreads globally. Will the same inverted trajectory plague other countries in the future, or will they be able to sustain participatory budgeting for greater periods of time?

Brazil has moved up in the international innovation scenario and is ranked as the eighth largest economy in the world, being able to develop technology, especially due to its great biodiversity. However, Brazil has been placed as the one of the five less innovative countries in the world, in a list of fifty countries. Brazil has also been evaluated as having -15% of development in 2015, in comparison to 2014. Indeed, the low number of innovation in Brazil may be caused due to the presence of several barriers in the Brazilian system, which, among others, are the lack of proper innovation policies, up-to-date regulations (their interpretation and application), as well as the level and the quality of education of the people. The present work aims to analyze Brazil, over its innovation scenario, going through the analysis of the applicable rules in the country and the administrative procedures, the Brazilian companies' behavior, and the existent bureaucracy in the Brazilian system. For that, the jurisprudence of the Brazilian Patent and Trademark Office in the prosecution of industrial property and the recordal of transfer of technology agreements were object of this analysis. Furthermore, it was held a comparison with the German system and some shocking differences were revealed, mostly related to both Brazilian and German legislation and policies, but also connected to the degree of modernization of the German Patent Office in relation to the Brazilian Patent and Trademark Office. It was verified that the privation of good and clear innovation policies in Brazil ends up on the underdevelopment of Brazilian researches; institutions and companies. Moreover, it was revealed that the modernization of both legislation and administrative procedures are necessary, which may directly reflect in the increase of number of patents filing/granting and innovation launching. Regarding the education of Brazilian technicians, the scenario is not good: Brazil has great lack of infrastructure and self-knowledge. Consequently, fewer or not prepared professionals in relation to those from developed countries. Further, the students of fundamental education are not interested on future scientific studies and careers.
