Including The Excluded In South Asia

This book analyses and discusses the multiple dimensions of social exclusion/inclusion seen in South Asia. It not only captures how ‘social exclusion’ is intrinsic to deprivation or deprivation in itself, but also the processes of political engagement and social interactions that the socially excluded develop as strategies and networks for their advancement. Consequently, the book goes beyond structures or agency, and examines the question of a more dynamic approach to provide spaces for the ‘socially excluded’ to self-manage exclusion, thereby raising discussions around the contested positions that underlie development discourse on social inequality. While social exclusion linked to identities is studied, the book argues that hierarchies and inequalities based on social identities cut across and affect various groups of excluded. Consequently, these phenomena create or lead to various processes of exclusion. The book illustrates that social exclusion should not be limited to privileging the differences that characterize the exclusionary processes, but should also comprise underpinning strategies of ‘inclusion’, emphasizing the need to focus on imperatives ‘to include’. As a result, the book acknowledges that social exclusion is not limited to analyzing the different identities that face exclusion, but also understanding the systems and processes that create social exclusion, or create opportunities for inclusion of the excluded.The book addresses readership across academic disciplines (including in the growing field of state capacity and governance), and practitioners (administrators and policy-making communities). Conclusively, the book, provides a platform to intensively exchange the multifaceted and critical issue of social exclusion/inclusion, and thus contributes to inclusive sustainable development discourse.

Questions of who can access land and who is excluded from it underlie many recent social and political conflicts in Southeast Asia. Powers of Exclusion examines the key processes through which shifts in land relations are taking place, notably state land allocation and provision of property rights, the dramatic expansion of areas zoned for conservation, booms in the production of export-oriented crops, the conversion of farmland to post-agrarian uses, “intimate” exclusions involving kin and co-villagers, and mobilizations around land framed in terms of identity and belonging. In case studies drawn from seven countries, the authors find that four “powers of exclusion”—regulation, the market, force and legitimation—have combined to shape land relations in new and often surprising ways. Land debates are often presented as a conflict between market-oriented land use with full private property rights on the one side, and equitable access, production for subsistence, and respect for custom on the other. The authors step back from these debates to point out that any productive use of land requires the exclusion of some potential users, and that most projects for transforming land relations are thus accompanied by painful dilemmas. Rather than counterposing “exclusion” to “inclusion,” the book argues that attention must be paid to who is excluded, how, why, and with what consequences. Powers of Exclusion is a path-breaking book that draws on insights from multiple disciplines to map out the new contours of struggles for land in Southeast Asia. The volume provides a framework for analyzing the dilemmas of land relations across the Global South and beyond.

The essays in South Asia and Its Others: Reading the "Exotic" reveal fresh perspectives on the notion of exoticism in South Asia, and also challenge and extend existing scholarship in the broader discourse of what constitutes South Asia. Significantly, the anthology considers how the phenomenon of "exoticization" may be interpreted as a strategic methodology utilized by writers of South Asian descent to examine critically both the post-colonialist ramifications of casteism, religious intolerance, and gender violence across differing cultural contexts within the region, and how current perceptions of "native" and "diasporic" South Asian subjects problematize ideologies of authenticity across Western-Eastern divides. The papers in this collection show how authors of South Asian ethnicity construct their own version of an "exotic" South Asia globally and the colonialist discourse of "exocitism" is employed as a discursive tool that uncovers the ambiguity that continues to mark the marginality of identities even today.

Reviews the literature on gender discrimination: describes the difference between theories and practices of equality of rights for women who lag behind in literacy, life expectancy, and nutritional status; shows how different aspects of exclusion reinforce each other, such as in health care, education, and labour census; and analyses the different impact of modernization on women from the impact on men.

This book explores how social discrimination in South Asia contributes to health disparities and impedes well-being. Specifically, it addresses how marginalization shapes health outcomes, both under normal circumstances and specifically during the COVID-19 pandemic. Coming from diverse backgrounds and representing different academic disciplines, the authors have contributed a range of chapters drawing from quantitative and ethnographic material across South Asia. Chapters address reservation politics, tribal lifeways, Dalit exclusions from governmental institutions, Muslim ghettoization, gendered domestic violence, social determinants of health among migrant workers, and the pandemic fallout across South Asian society, among other subjects. Scholars draw on decades of experience and firsthand ethnographic fieldwork among affected communities. The chapters provide an innovative analysis, often in real time, of the human toll of casteism, classism, patriarchy, and religious intolerance—many set against the spectre of COVID-19. Many authors not only present social critiques but also offer specific policy recommendations. The book is of great interest to social scientists, public health practitioners, and policy advocates interested in addressing systemic inequalities and ensuring that future pandemics are not disproportionately felt by the most vulnerable.

We live in a world that not only sets standards for, but also professes its commitment to promoting and protecting ‘rights’. Since ours is an age of heightened public interest in auditing the actual realisation of such standards and commitment, the first major focus of this book is a critical account of international standards aimed at the protection of minorities. To that end, it concentrates on four key dimensions. Firstly, it addresses the issue of the identification of minorities as understood by international law. Secondly, it outlines a brief history on the development of international law towards improving the protection of minorities. Thirdly, it gives an overview of international instruments and mechanisms on minorities. Finally, it analyses the rights of minorities under international standards. All these dimensions point to the fact that international minority rights lag behind the development of other branches of rights. The second major focus of this book is to relate international standards on minority protection to South Asian regimes. Concentrating on India, Pakistan, Bangladesh, Nepal, Sri Lanka, Bhutan, the Maldives, and Afghanistan, an endeavor is made to examine the state of minorities and their protection under the domestic regimes. It emerges that the normative commitments of these states are more or less compatible with international standards. Nevertheless, majority-minority syndrome persistently remains as one of the causes behind multidimensional deprivation and victimization of South Asian minorities. The present book also assesses the extent to which regional cooperation in South Asia has so far contributed to extending protection to minorities. This ends with an argument that SAARC (South Asian Association for Regional Cooperation) has the potential to play a far greater role in this regard.
