Governing Cross Border Higher Education

Governing Cross-Border Higher Education examines the role of governments in relation to three key aspects of international education: student mobility; migration of international students; and transnational provision through collaboration or branch campuses. The research for this book is informed by interviews with key stakeholders in ten countries and extensive engagement with policy makers and international agencies. It analyses the ways in which governments are able to direct or at least influence these cross-border movements in higher education. The book explores key issues that national governments are invariably required to contend with in an increasingly globalised higher education market, as well as the policy options available to them in such a climate. Alongside this, there is analysis into why states adopt particular approaches, with critical assessment of their varying success. Key topics include: the political economy of international higher education; recruiting students; promoting and regulating transnational provision; student migration; governing educational imports; managing the outflow of students; the regulated market. This book discusses the concept of capacity-building for tertiary education through cross-border education, emphasising the critical role of quality assurance and trade negotiations.

This book analyses the range of potential measures national quality assurance agencies may have to employ to deal with the new issues caused by Cross Border Higher Education (CBHE). The expansion of CBHE raises quality problems, which are currently assessed differently depending on the countries concerned. This has been exacerbated by the growth of Massive Open Online Courses (MOOCs) which have developed very quickly and can be prone to rogue providers. This book considers the steps that have already been taken to ensure quality as well as those ahead. It is important that the swift growth of CBHE is not just seen as a means to increase the revenues of higher education institutions faced with decreasing public funding but also as a means to keep educational standards high.

This book gives an updated overview of how a number of countries are dealing with cross-border education as well as examining international frameworks on recognition of qualifications including UNESCO Regional Conventions and trade agreements.

The increasing internationalisation of higher education is one of the most significant trends in higher education in the past decades. International student mobility has more than doubled between 2000 and 2013 - and nearly quadrupled since 1990. Crossborder higher education also increasingly takes different forms, with more and more students choosing to enrol in a foreign tertiary education institution or programme in their home country. In the past decade, many countries have designed explicit internationalisation policies for their higher education systems, acknowledging the benefits of international exposure to prepare students for a globalising economy as well as the many opportunities of cross-border mobility for innovation, improvement and capacity development in higher education and in the economy.

The Universal Declaration of Human Rights endorsed in 1948 by member states of the United Nations continues to remain very much valid as it provides the solid foundation for most actions and activities that are aimed at guaranteeing the rights of everybody. The rights enunciated in the Declaration are comprehensive and two that are relevant to the content of this book are the right to education and the right to learn. The right to education and the right to learn are known to have been hotly debated by politicians, policy makers, and implementers. Sometimes, the rights in question here have found their way into political parties’ manifestoes, and advocates oftherighttoeducation andtherighttolearnhavebeenquicktobringintojudgment politicians who have not lived up to their promises. Even at that, many member states of the United Nations have taken steps to ensure that access to learning is jealously guarded. For education and lifelong learning remain among the primary forces that can guarantee individual, community and national development, as they had always been from time immemorial. Globally, there has been ample evidence of efforts made by governments to p- mote the widening of access to participation in learning activities. Even so, the literature on the subject of access and participation has not captured suf ciently what has happened across the world in terms of providing access outside national boundaries in the context of globalization and the rapid creation of the knowled- based economies of the 21st century.
