From Disaster Response To Risk Management

Climate change is increasingly of great concern to the world community. The earth has witnessed the buildup of greenhouse gases (GHG) in the atmosphere, changes in biodiversity, and more occurrences of natural disasters. Recently, scientists have begun to shift their emphasis away from curbing carbon dioxide emission to adapting to carbon dioxide emission. The increase in natural disasters around the world is unprecedented in earth's history and these disasters are often associated to climate changes. Many nations along the coastal lines are threatened by massive floods and tsunamis. Earthquakes are increasing in intensity and erosion and droughts are problems in many parts of the developing countries. This book is therefore to investigate ways to prepare and effectively manage these disasters and possibly reduce their impacts. The focus is on mitigation strategies and policies that will help to reduce the impacts of natural disasters. The book takes an in-depth look at climate change and its association to socio-economic development and cultures especially in vulnerable communities; and investigates how communities can develop resilience to disasters. A balanced and a multiple perspective approach to manage the risks associated with natural disasters is offered by engaging authors from the entire globe to proffer solutions.

This book scrutinizes the entire disaster trajectory history in the Republic of Korea: evolution, cross-over, and interconnection among natural, technological, and social disasters. Also examined is the government’s dynamic reaction for effective disaster responses in the wake of major disasters, labelled as focusing events, distributed in the long tail of the power law function. Collating one nation’s entire disaster history, its disaster management policies, and its responses to major disasters is a unique journey into that nation’s evolution. Korea rose from devastation in the 1950s to become one of the most economically and politically dynamic nations by the turn of the century. However, with rapid growth has come all types of disasters. Looking at the lessons learned from Korea’s disaster risk management measures, policies, and responses, as well as some of the world’s major disasters, we can gain insight into the future of disaster risk management.This book is intended to lay out developing nations’ potential future disaster risk management path, a theoretical policymaking guide, and desirable institutional and organizational transformations. Effective countermeasures included in this book will guide policymakers, capacity builders, and academics in developing nations to avoid the disaster path in the near future at the cost of rapid economic growth that Korea faced.

Disasters are the result of complex interactions between social and natural forces, acting at multiple scales from the individual and community to the organisational, national and international level. Effective disaster planning, response and recovery require an understanding of these interacting forces, and the role of power, knowledge and organizations. This book sheds new light on these dynamics, and gives disaster scholars and practitioners new and valuable lessons for management and planning in practice. The authors draw on methods across the social sciences to examine disaster response and recovery as viewed by those in positions of authority and the 'recipients' of operations. These first two sections examine cases from Hurricane Katrina, while the third part compares this to other international disasters to draw out general lessons and practical applications for disaster planning in any context. The authors also offer guidance for shaping institutional structures to better meet the needs of communities and residents.

As human population has continued to concentrate in urban areas, the number of people and the value of property affected by disasters, both natural and human-generated, have grown as well. Earthquakes, floods, hurricanes, cyclones, tornadoes, and forest fires have all taken their toll so have such anthropogenic disasters as pipeline failures, industrial spills, and terrorist attacks. The contents of this volume consist of papers presented at the fourth in a series of conferences convened to assess the potential risk from various disasters and discuss ways to prevent or mitigate damage. The papers have been contributed by experts on public health, security, and disaster management from academia, industry, and government. Disasters such as earthquakes, cyclones, floods, heat waves, nuclear accidents, and large scale pollution incidents take lives and cause exceptionally large health problems. The majority of large-scale disasters affect the most vulnerable populations, which are often comprised of people of extreme ages, in remote living areas, with endemic poverty, and with low literacy. Health-related emergency disaster risk management (Health-EDRM) [1] refers to the systematic analysis and management of health risks surrounding emergencies and disasters; it plays an important role in reducing hazards and vulnerability along with extending preparedness, response, and recovery measures. This concept encompasses risk analyses and interventions, such as accessible early warning systems, timely deployment of relief workers, and the provision of suitable drugs and medical equipment, to decrease the impact of disaster on people before, during, and after disaster events. Disaster risk profiling and interventions can be at the personal/household, community, and system/political levels; they can be targeted at specific health risks including respiratory issues caused by indoor burning, re-emergence of infectious disease due to low vaccination coverage, and gastrointestinal problems resulting from unregulated waste management. Unfortunately, there has been a major gap in the scientific literature regarding Health-EDRM. The aim of this Special Issue of IJERPH was to present papers describing/reporting the latest disaster and health risk analyses, as well as interventions for health-related disaster risk management, in an effort to address this gap and facilitate major global policies and initiatives for disaster risk reduction.

Whether man-made or naturally occurring, large-scale disasters can cause fatalities and injuries, devastate property and communities, savage the environment, impose significant financial burdens on individuals and firms, and test political leadership. Moreover, global challenges such as climate change and terrorism reveal the interdependent and interconnected nature of our current moment: what occurs in one nation or geographical region is likely to have effects across the globe. Our information age creates new and more integrated forms of communication that incur risks that are difficult to evaluate, let alone anticipate. All of this makes clear that innovative approaches to assessing and managing risk are urgently required. When catastrophic risk management was in its inception thirty years ago, scientists and engineers would provide estimates of the probability of specific types of accidents and their potential consequences. Economists would then propose risk management policies based on those experts' estimates with little thought as to how this data would be used by interested parties. Today, however, the disciplines of finance, geography, history, insurance, marketing, political science, sociology, and the decision sciences combine scientific knowledge on risk assessment with a better appreciation for the importance of improving individual and collective decision-making processes. The essays in this volume highlight past research, recent discoveries, and open questions written by leading thinkers in risk management and behavioral sciences. The Future of Risk Management provides scholars, businesses, civil servants, and the concerned public tools for making more informed decisions and developing long-term strategies for reducing future losses from potentially catastrophic events. The increase in the number of large-scale natural disasters in recent years has been alarming.Major fl oods, hurricanes, earthquakes and many others have affected millions of people, with great destruction of property and loss of life, while forest fires, pipeline failures, and bombings have had equally devastating affects over a smaller scale. It is clear that future threats stem both from human failures and from terrorism, as well as from less predictable natural phenomena. The increased threats make the convening of the Second International Conference on Disaster Management and Human Health Risk important for the sharing of knowledge among experts on public health, security, and disaster management. This book contains their contributions to the conference. Information technology (IT) has the potential to play a critical role in managing natural and human-made disasters. Damage to communications infrastructure, along with other communications problems exacerbated the difficulties in carrying out response and recovery efforts following Hurricane Katrina. To assist government planning in this area, the Congress, in the E-government Act of 2002, directed the Federal Emergency Management Agency (FEMA) to request the NRC to conduct a study on the application of IT to disaster management. This report characterizes disaster management providing a framework for considering the range and nature of information and communication needs; presents a vision of the potential for IT to improve disaster management; provides an analysis of structural, organizational, and other non-technical barriers to the acquisition, adoption, and effective use of IT in disaster; and offers an outline of a research program aimed at strengthening IT-enabled capabilities for disaster management.

This book constitutes a landmark attempt to address, comprehensively and in-depth, a policy-focused approach to the many timely and important issues associated with building a culture of disaster prevention and disaster risk reduction. This book not only provides key insights into the field of natural hazard and disaster studies but also assesses the causes, perspectives, and consequences of natural disasters, as well as providing a global survey of post-recovery policies. The contributions found herein discuss disaster risk reduction strategies and policies for managing the unexpected and cascading impacts of natural disasters.
