East Asias New Democracies

Democratization scholars believe that the next regional wave of transitions to democracy may unfold in East and Southeast Asia. In their introduction to the 1998 edition of Democracy in East Asia, Larry Diamond and Marc F. Plattner predicted that East Asia, with its remarkable diversity of political regimes, economies, and religions, would likely be the most critical arena in the global struggle for democracy, a prediction that has proven prescient. Although the recent political upheavals in the Middle East have understandably grabbed the world’s attention, there is reason to doubt whether the overthrow of some authoritarian regimes there will lead to the establishment of stable democracies any time soon. On the other hand, East Asia, the world’s most populous and economically dynamic region, already boasts several consolidated democracies and provides a fascinating laboratory for studies of both authoritarian resilience and the prospects for democratization. This updated volume, which features contributions by distinguished scholars in East Asian studies, will be welcomed by instructors and students in the field, particularly as U.S. foreign policy is in the process of undertaking a “pivot” toward Asia. This collection brings us up-to-date on the contemporary situations in the new democracies of East Asia, and debates on the prospect of introducing liberal democracy to this part of the world. The chapters cover a wide range of cases, including in-depth examination of China, Korea, Taiwan, the Philippines, Thailand, and broad comparisons of Malaysia, Singapore, Indonesia, Vietnam, and other countries. The contributors, who are foremost experts in their fields, examine the roles performed by civil society, social classes, and strategic groups, as well as the intertwining of values and interests in the transition to, consolidation of, and reversal from democracy. They also evaluate the extent to which these new democracies have facilitated regional peace, helped extend social welfare benefits, bolstered poverty alleviation, and upheld the rule of law and human rights. Grounding their analyses in the historical development of these societies, and/or examining them through the comparative strategy they also explore the desirability of liberal democracy, whether in the subjective assessment of the Asian people or in relation to the social-political challenges faced by these Asian countries. Both the Cold War view and the so-called “clashes of civilization” view within the post-Cold War perspective of international relations fail to explain why the entirety of East Asia is experiencing a worsening of intranational and international confrontations in the 21st century, despite the high level of standards of living and the expanding freedom and democracy in the region. Hong Kong and Taiwan refuse to reunite with China despite their cultural and ethnic similarities, while South Korea and Japan are at loggerheads despite their long-term friendship and strategic alliance with the US. While Taiwan and Hong Kong are trying to maintain a distance from China, South Korea wants to become closer to China and North Korea than ever before. All these puzzles are explained by this book, using the fresh concept of “culture wars” that has been developed by minority scholars of international relations. Culture wars denote conflicts between peoples, nations, and states based purely on cultural differences, despite similar levels of economic and civilizational progress. What looms large in the East Asian culture war in the 21st century is the new conflict between Westernized cultural values and local cultures.

Civil Society and the State in Democratic East Asia: Between Entanglement and Contention in Post High Growth focuses on the new and diversifying interactions between civil society and the state in contemporary East Asia by including cases of entanglement and contention in the three fully consolidated democracies in the area: Japan, South Korea and Taiwan. The contributions to this book argue that all three countries have reached a new era of post high growth and mature democracy, leading to new social anxieties and increasing normative diversity, which have direct repercussions on the relationship between the state and civil society.
