Deepening Democracy In Indonesia

Since the fall of long-reigning President Soeharto, in 1998, Indonesia has been in an era of transition, away from an authoritarian regime, and on a quest for democracy. This quest started with decentralization laws implemented in 2001, which gave greater autonomy to the regions, and continued with the direct elections for the national and local legislatures and the President in 2004. The latest development in this democratization process is the implementation of a system for the direct election of regional leaders, which began in 2005; the first round of elections across the nation for all governors, mayors and district heads was completed in 2008. Authors of the chapters in this volume, the result of a workshop in Singapore in 2006, present data from across the archipelago for these first direct elections for local leaders and give their assessment as to how far these elections have contributed to a deepening democracy.

Indonesia has long been hailed as a rare case of democratic transition and persistence in an era of global democratic setbacks. But as the country enters its third decade of democracy, such laudatory assessments have become increasingly untenable. The stagnation that characterized Susilo Bambang Yudhoyono’s second presidential term has given way to a more far-reaching pattern of democratic regression under his successor, Joko Widodo. This volume is the first comprehensive study of Indonesia’s contemporary democratic decline. Its contributors identify, explain and debate the signs of regression, including arbitrary state crackdowns on freedom of speech and organization, the rise of vigilantism, deepening political polarization, populist mobilization, the dysfunction of key democratic institutions, and the erosion of checks and balances on executive power. They ask why Indonesia, until recently considered a beacon of democratic exceptionalism, increasingly conforms to the global pattern of democracy in retreat.

Three decades of authoritarian rule in Indonesia came to a sudden end in 1998. The collapse of the Soeharto regime was accompanied by massive economic decline, widespread rioting, communal conflict, and fears that the nation was approaching the brink of disintegration. Although the fall of Soeharto opened the way towards democratization, conditions were by no means propitious for political reform. This book asks how political reform could proceed despite such unpromising circumstances. It examines electoral and constitutional reform, the decentralization of a highly centralized regime, the gradual but incomplete withdrawal of the military from its deep political involvement, the launching of an anti-corruption campaign, and the achievement of peace in two provinces that had been devastated by communal violence and regional rebellion.

In 2004, Indonesia had a second democratic election, which was also conducted in a peaceful and orderly manner. This book discusses Indonesia's transition towards democracy through the parliamentary and presidential elections, including an analysis of party activity in the provinces, in 2004.

Alternately lauded as a democratic success story and decried as a flawed democracy, Indonesia deserves serious consideration by anyone concerned with the global state of democracy. Yet, more than ten years after the collapse of the authoritarian Suharto regime, we still know little about how the key institutions of Indonesian democracy actually function. This book, written by leading democracy experts and scholars of Indonesia, presents a sorely needed study of the inner workings of Indonesia's political system, and its interactions with society. The Internet in Indonesia’s New Democracy is a detailed study of legal, economic, political and cultural practices surrounding the provision and consumption of the Internet in Indonesia at the turn of the twenty-first century. Hill and Sen detail the emergence of the Internet into Indonesia in the mid-1990s, and cover its growth through the dramatic economic and political crises of 1997 and the subsequent transition to democracy. Conceptually the Internet is seen as a global phenomenon, with global implications, however this book develops a way of thinking about the Internet within the limits of geo-political categories of nations and provinces. The political turmoil in Indonesia provides a unique context in which to understand the specific local and national consequences of a global, universal technology.

Periods of major political transition are generally so complex as to present the political analyst with one of his most difficult challenges. Indonesia between 1957 and 1959 was no exception. During these years a previously wide diffusion of political power was superseded by its increasing concentration in three major bases: President Soekarno, the Army and the Communist Party. This was also a period of crisis in the relationships of Djakarta and Java with the other major islands of the archipelago; and it was marked by ideological ferment and change, largely dominated by the views of President Soekarno. It was during these years that Guided Democracy was given its initial shape, with the stage being set for a power struggle which was to become increasingly intense. So dramatic were the political experiences of this period and so deeply etched in the minds of many Indonesians that their effect is still strongly felt and can be expected to influence the character of Indonesia's political development for many years to come. Dr. Daniel S. Lev is particularly well qualified to examine the course of Indonesian political developments between 1957 and 1959. Arriving in Indonesia towards the end of this period, he remained there for three years engaged in an intensive study of its political life. His monograph constitutes by far the most searching analysis yet to appear of this critically important period. Since 1998, the transformation of Indonesia has led to far-reaching political and economic change: The democratization process introduced an amended constitution, multi-party and factional organization as well as participative procedures and administrative decentralization. A new understanding of the Indonesian civil society has evolved, the relationship between security forces (military and police) has been redefined, and focal topics have shifted to dealing with separatist movements, solving interethnic conflicts, and promoting good governance. Ongoing violations of human and minority rights, rather low anti-corruption performance and restrictions inhibiting the freedom of the press call for governmental action. This book investigates the opportunities and challenges of Indonesian reform initiatives in the many policy fields from various perspectives. The authors examine the obstacles faced by the government and the resulting challenges to implementing specific policies.
