This book provides school administrators, school-based mental health professionals, and other educational professionals with the framework and tools needed to establish a comprehensive safe learning environment. The authors identify four necessary phases to achieve this (prevention, preparedness, response, and recovery) and provide numerous examples and tools to help readers create safe environments, while also addressing students’ academic, emotional, and social needs. An emphasis is placed on the importance of the balance between physical and psychological safety within a multi-tiered framework - it is not enough for students to know their school is secure; they must also feel they are safe and can turn to their teachers and school-based mental health professionals with their concerns. This book describes the fifteen strategies identified through research reviewed by The National Dropout Prevention Center and Network at Clemson University. Each chapter in this book was written by a nationally recognized authority in that field. Research has shown that these 15 strategies have been successfully implemented in all school levels from K - 12 in rural, suburban, and urban centers; as stand-alone programs or as part of systemic school improvement plans. Helping Students Graduate: A Strategic Approach to Dropout Prevention also covers No Child Left Behind and its effects on dropout rates; Dealing with Hispanic dropouts; Differences and similarities between rural and urban dropouts. These fifteen strategies have been adopted by the U.S. Department of Education. They are applicable to all students, including students with disabilities.

Though elementary and secondary schools remain among the safest places for children, school safety concerns continue to garner considerable attention from school and community stakeholders, as well as policymakers. As affirmed in the No Child Left Behind Act of 2001 (NCLB), it is clear that all children need a safe environment in which to learn and achieve. However, the process for ensuring such a school environment is not always as clear, especially given the nature (both quantity and quality) of available data to assess needs, range of problems to be addressed--from building security to improving student behavior--and the multitude of available programs, policies, and materials being pitched to school administrators and community partners. Decision makers increasingly need information to help them identify needs, set goals, determine strategies and select programs, build partnerships, implement new activities, and assess progress. This guidebook shows how schools can form partnerships with law-enforcement agencies and communities to develop a comprehensive safe-school plan. The planning guide is based on four principles: that safe schools are caring schools, are built through cooperative efforts of all stakeholders, communicate high standards, and stress prevention. This manual examines the issue of safety in schools and recommends strategies for adoption by safe-school teams or committees as part of a comprehensive safe-school plan. Chapter 1 discusses the challenge of balancing individuals' civil rights with the majority's right to safety. Chapter 2 describes a safe-school model organized under four broad components--the personal characteristics of the school and staff, the school's physical environment, the school's social environment, and the school's culture. The third chapter recommends a seven-step planning process to guide the planning committee in addressing the components of the safe-school model.
