Biodiversity Loss

This volume reports key findings of the Biodiversity Program of the Royal Swedish Academy of Sciences' Beijer Institute. The program brought together a number of eminent ecologists and economists to consider the nature and significance of the biodiversity problem. In encouraging collaborative work between these closely related disciplines it sought to shed new light on the concept of diversity; the implications of biological diversity for the functioning of ecosystems; the driving forces behind biodiversity loss; and the options for promoting biodiversity conservation. The results of the program are surprising. It is shown that the core of the biodiversity problem is a loss of ecosystem resilience and the insurance it provides against the uncertain environmental effects of economic and population growth. This is as much a local as a global problem, implying that biodiversity conservation offers benefits that are as much local as global. The solutions as well as the causes of biodiversity loss lie in incentives to local users.

The world is losing species and biodiversity at an unprecedented rate. The causes go deep and the losses are driven by a complex array of social, economic, political and biological factors at different levels. Immediate causes such as over-harvesting, pollution and habitat change have been well studied, but the socioeconomic factors driving people to degrade their environment are less well understood. This book examines the underlying causes. It provides analyses of a range of case studies from Brazil, Cameroon, China, Danube River Basin, India, Mexico, Pakistan, Philippines, Tanzania and Vietnam, and integrates them into a new and interdisciplinary framework for understanding what is happening. From these results, the editors are able to derive policy conclusions and recommendations for operational and institutional approaches to address the root causes and reverse the current trends. It makes a contribution to the understanding of all those - from ecologists and conservationists to economists and policy makers - working on one of the major challenges we face.

Everyone knows that species go extinct and biodiversity decreases. It seems obvious that this loss might have disastrous consequences. Maybe because of a cascading effect we will end up in a barren moonscape - and if that does not happen, we at the very least will remain dependent on biodiversity for food, health and well-being. This publication tries to remove some fear, there are no reasons to believe that biodiversity loss will cause and kind of disaster. Nature is not like a machine that stalls if parts are being removed: a collapse of nature is not looming. The Arthur M. Sackler Colloquia of the National Academy of Sciences address scientific topics of broad and current interest, cutting across the boundaries of traditional disciplines. Each year, four or five such colloquia are scheduled, typically two days in length and international in scope. Colloquia are organized by a member of the Academy, often with the assistance of an organizing committee, and feature presentations by leading scientists in the field and discussions with a hundred or more researchers with an interest in the topic. The loss of the earth's biological diversity is widely recognized as a critical environmental problem. That loss is most severe in developing countries, where the conditions of human existence are most difficult. Urban biodiversity is an increasingly popular topic among researchers. This book deals with the new concept of biodiversity offsets. The aim of offsetting schemes is to achieve no let loss or even net gain of biodiversity. Offsets obey a mitigation hierarchy and reflect the precautionary and polluter-pays principle in regard to project impacts. Readers gain insights into current debates on biodiversity policies, with top experts outlining theoretical principles and the latest research findings. At the same time the focus is on practical application and case studies. Today there is a lively international discussion among practitioners and scientists on the optimal legal framework, metrics and design of habitat banks to ensure the success of biodiversity offsets and to minimise the risks of failure or misuse. Contributing to the debate, this volume presents the activities and practices of biodiversity offsetting already implemented in Europe in selected EU member states, and the lessons that can be learnt from them. Readers may be surprised at how much experience already exists in these countries. A further aim of the book is to offer grounded insights on the road ahead, and foster a more intensive and fruitful discussion on how offsetting can be extended and improved upon, so that it becomes a key and effective component of Europe’s biodiversity conservation policy framework.

This is the thirteenth report from the Environmental Audit Committee of the 2007-08 session (HCP 743, ISBN 9780215524843). The Committee states, that the Government will fail to meet the 2010 traget to halt biodiversity loss, although the target might have been unrealistic. The Committee does see some progress, with 80% of Sites of Special Scientific Interest (SSIs) in a favourable condition, with a number of rare species having recovered. In general though, biodiversity loss continues in the wider countryside with many species and habitats facing severe declines and local extinctions. The Committee does believe though that with leadership and effective policies, biodiversity loss could in fact be reversed, and states the Government should adopt a new target to halt the loss. Biodiversity policies need to be cross-departmental, and the Government's ecosystem assessment is a way forward, by encouraging such an approach and promoting biodiversity protection at the regional and local scales. The Committee further states that the Government could make a large contribution in preventing biodiversity loss through more support for the UK Overseas Territories.
