Youth At The Centre Of Government Action

Young people have demonstrated resilience to shocks and led positive change in their communities across the Middle East and North Africa (MENA) region. Young people (aged under 30) constitute more than half (55%) of the population across MENA, compared with 36% of the population across OECD countries. While challenges vary significantly across the region, youth unemployment rates are among the highest in the world, young people tend to express low trust in public institutions, and nearly four in ten live in fragile and conflicted-affected areas. The COVID-19 crisis has underscored the need to place the needs of young people at the centre of an inclusive and resilient recovery. To support this process, this report analyses current governance arrangements and practices across 10 MENA governments in three areas: 1) uniting all government stakeholders to implement a shared, integrated youth policy and deliver services to young people; 2) building administrative and institutional capacities to mainstream the perspectives of young people in policy making; and 3) encouraging the participation and representation of young people and youth stakeholders in public and political life.

At a time when there is a growing consensus among governments on what should constitute the essential elements of an effective and comprehensive ethics strategy, this OECD report constitutes a unique source of comparative information on ethics management measures in OECD countries.

Governments across the OECD are investing significant resources to address the immediate and long-term effects of the COVID-19 pandemic. Given that the crisis has affected different age groups differently and that its repercussions will be felt by many for decades to come, governments need to adopt an integrated public governance approach to COVID-19 response and recovery efforts. This policy brief presents the views of a non-representative sample of 151 youth organisations from 72 countries, including 100 youth organisations based in 36 OECD countries, on how young people have been experiencing the crisis and related government action. It is complemented by an analysis of the measures adopted across 34 OECD countries and provides recommendations on how to deliver a fair, inclusive and resilient recovery for young people through a range of public governance approaches.

The report details the causes and the consequences of tobacco use among youth and young adults by focusing on the social, environmental, advertising, and marketing influences that encourage youth and young adults to initiate and sustain tobacco use. This is the first time tobacco data on young adults as a discrete population have been explored in detail. The report also highlights successful strategies to prevent young people from using tobacco.
