Although violent extremism is not a new phenomenon, it is increasingly recognized as a major challenge of our times. The recruitment of foreign fighters by extremist organizations, and its potential impact on public safety in the countries from which they come, is also emerging as a complex issue at the forefront of international preoccupations. This book presents the proceedings of the three day NATO Advanced Research Workshop, "Countering Violent Extremism Among Youth to Prevent Terrorism", held in Milan, Italy, in June 2014. The best way to respond to violent extremism in general, and the radicalization of disaffected youth in particular, is far from clear, but the stakes are so high and the potential threat to countries worldwide so great that inaction is not an option. The goal of the workshop was to enhance the capacity of policymakers and practitioners to design strategies that will achieve verifiable human-rights based outcomes to counter violent extremism. Subjects covered in the 19 papers which go to make up this book include: the causes or drivers of violent extremism; the factors which facilitate the recruitment of youth by violent extremist groups; the risk of growing Islamophobia in some Western and Central European countries; and proactive measures to counter the radicalization of youth. The book will be of interest to all those involved in policy development, prevention programs, de-radicalization programs or research aimed at countering violent extremism and the radicalization of young people.

The influence of social media on the spread of violent extremist narratives and online radicalisation processes has recently become a focal point for research in the fields of Preventing and Countering Violent Extremism; however, most of the studies thus far have focused on Western countries and have often been aimed at analysing phenomena such as homegrown and lone wolf terrorism or the online radicalisation of foreign terrorist fighters. Far less evidence-based research has explored the influence of social media on terrorism in Africa and even less regarding Mali in particular. In this report, ICCT and the United Nations Interregional Crime and Justice Research Institute (UNICRI) seek to fill this gap through an analysis of survey data from youth participants in their joint on-the-ground project in Mali—“Mali (Dis-) Engagement and Re-Integration related to Terrorism” (MERIT)—to determine the implications of social media use for violent extremism in Mali.

Extremist Propaganda in Social Media: A Threat to Homeland Security presents both an analysis of the impact of propaganda in social media and the rise of extremism in mass society from technological and social perspectives. The book identifies the current phenomenon, what shall be dubbed for purposes of this book "Blisstopian Societies"—characterized in the abiding "ignorance is bliss" principle—whereby a population is complacent and has unquestioning acceptance of a social doctrine without challenge and introspection. In these subcultures, the malleable population self-select social media content, "news," and propaganda delivery mechanisms. By doing so, they expose themselves only to content that motivates, reinforces, and contributes to their isolation, alienation, and self-regulation of the social groups and individuals. In doing this, objective news is dismissed, fake—or news otherwise intended to misinform—reinforces their stereotyped beliefs about society and the world around them. This phenomenon is, unfortunately, not "fake news," but a real threat to which counterterror, intelligence, Homeland Security, law enforcement, the military, and global organizations must be hyper-vigilant of, now and into the foreseeable future. Chapters cite numerous examples from the 2016 political election, the Russia investigation into the Trump Campaign, ISIS, domestic US terrorists, among many other examples of extremist and radicalizing rhetoric. The book illustrates throughout that this contrived and manufactured bliss has fueled the rise and perpetuation of hate crimes, radicalism, and violence in such groups as ISIS, Boko Haram, Neo-Nazis, white separatists, and white supremacists in the United States—in addition to perpetuating ethnic cleansing actions around the world. This dynamic has led to increased political polarization in the United States and abroad, while furthering an unwillingness and inability to both compromise or see others’ perspectives—further fomenting insular populations increasing willing to harm others and do violence. Extremist Propaganda in Social Media relates current Blisstopian practices to real-world hate speech and violence, connecting how such information is consumed by groups and translated into violent action. The book is an invaluable resources for those professionals that require an awareness of social media radicalization including: social media strategists, law enforcement, Homeland Security professionals, military planners and operatives—anyone tasked with countering combat such violent factions and fringes in conflict situations.

Countering violent extremism consists of various prevention and intervention approaches to increase the resilience of communities and individuals to radicalization toward violent extremism, to provide nonviolent avenues for expressing grievances, and to educate communities about the threat of recruitment and radicalization to violence. To explore the application of health approaches in community-level strategies to countering violent extremism and radicalization, the National Academies of Sciences, Engineering, and Medicine held a public workshop in September 2016. Participants explored the evolving threat of violent extremism and radicalization within communities across America, traditional versus health-centered approaches to countering violent extremism and radicalization, and opportunities for cross-sector and interdisciplinary collaboration and learning among domestic and international stakeholders and organizations. This publication summarizes the presentations and discussions from the workshop.

This timely special issue looks at a current pressing societal challenge that is truly global in its existence but very local in the way it plays out in various geographical, social and political contexts. Terrorism and extremism are undoubtedly among the biggest problems the world is facing today and is leaving in its wake a trail of death and destruction where the human and social costs are perhaps more significant than wars fought between countries on the world stage. These realities breed suspicion, hatred and feelings of revenge and invariably result in a spiral of violence that seemingly has no end. Not only is there a need to explore the various factors leading to violent youth radicalisation, it is clear that young people need to be considered not as victims ‘at risk’ but rather as responsible agents of positive change. This issue focuses on violent youth radicalisation in the context of Professor Gavrielides’ ‘The Youth Empowerment and Innovation Project (YEIP)’ which looked at the problem of violent youth radicalisation across seven European Countries. The project sought to propose a uniquely different way of combatting violent youth radicalisation by proposing an alternative to punitive means so often favoured by governments. That alternative proposed was to use Positive psychology and the Good Lives model to intervene with young people at risk of violent radicalisation focusing on positive identity and well-being on the premise that young people who had a positive view of themselves would be less likely to be drawn into violent radicalisation.

This Element presents original research into how young people interact with violent extremist material, including terrorist propaganda, when online. It explores a series of emotional and behavioural responses that challenge assumptions that terror or trauma are the primary emotional responses to these online environments. It situates young people's emotional responses within a social framework, revealing them to have a relatively sophisticated relationship with violent extremism on social media that challenges simplistic concerns about processes of radicalisation. The Element draws on four years of research, including quantitative surveys and qualitative focus groups with young people, and presents a unique perspective drawn from young people's experiences.

This book is a timely and significant examination of the role of counter-messaging via social media as a potential means of preventing or countering radicalization to violent extremism. In recent years, extremist groups have developed increasingly sophisticated online communication strategies to spread their propaganda and promote their cause, enabling messages to be spread more rapidly and effectively. Counter-messaging has been promoted as one of the most important measures to neutralize online radicalizing influences and is intended to undermine the appeal of messages disseminated by violent extremist groups. While many such initiatives have been launched by Western governments, civil society actors, and private companies, there are many questions regarding their efficacy. Focusing predominantly on efforts countering Salafi-Jihadi extremism, this book examines how feasible it is to prevent or counter radicalization and violent extremism with counter-messaging efforts. It investigates important principles to consider when devising such a program. The authors provide both a comprehensive theoretical overview and a review of the available literature, as well as policy recommendations for governments and the role they can play in counter-narrative efforts. As this is the first book to critically examine the possibilities and pitfalls of using counter-messaging to prevent radicalization or stimulate de-radicalization, it is essential reading for policy makers and professionals dealing with this issue, as well as researchers in the field.
