Workforce Development And Skill Formation In Asia

Asia has undergone rapid transformation over the past several decades as many countries have embraced new technologies and the processes of globalisation. Over this period the inflow of foreign capital into the region, the level of trade amongst these countries, and trade with other parts of the world has increased substantially. The ensuing economic growth has led to some significant changes in labour markets and the demand for skilled employees and their deployment within organisations. Focusing on a number of developed and developing Asian economies, this book explores the dynamics of workforce development and skill formation, and considers questions of both skills shortages and skills gaps. The book assesses the current state of training in the selected Asian economies, the weaknesses and strengths of their various training approaches, and what the present state of training means for the future economic development of these economies.

Focusing on the Asia-Pacific region, which in recent years has been the engine of global economic growth , this volume surveys trends and prospects in technical and vocational education and training (TVET) with particular reference to achieving inclusive growth and the greening of economies. Underlying the increasing pressure for new models of TVET provision is the rapid pace of technological change, demand for a work force which is highly responsive to evolving needs and a transforming market place that calls for higher order skills and lifelong learning. The book proposes a re-engineered, modernized TVET system that fosters an innovative approach which enhances the employability of workers as well as the sustainability of their livelihoods. The book includes contributions from leading policy makers, researchers, and practitioners, including those in the private sector in analyzing and forecasting the most urgent priorities in skills development. The book argues for creative approaches to TVET design and delivery particularly with a view to improve job prospects , and meeting the goals of inclusion, sustainable development and social cohesion. Addressing issues such as the chronic mismatches between skills acquired and actual skills required in the work place, the volume proposes diversified approaches towards workforce development and partnerships with the private sector to improve the quality and relevance of skills development . Labour markets are becoming more dynamic in response to pressures from globalisation, new technologies and trade agreements, as well as cross-border migration, inter-generation differences, changing education imperatives and employer expectations. By focusing on several Asia Pacific countries, this book explores the differences in their workforces: ageing, or abundant in labour but lacking in skilled employees. One similarity these countries share is the difficulty in attracting and retaining employees with the required skillset and capabilities, and these constraints can stymie national economic growth and long term development. This book brings together national and international perspectives on employability challenges faced by selected countries in the Asia Pacific region. While the region is forecast to enjoy high growth in the coming decade, a recurring challenge is addressing skill shortages and ensuring effective transition from training colleges and universities into employment. Consequently, the book focuses on the roles of multiple stakeholders, primarily: governments, education providers and employers – in more effectively addressing these key socio-economic challenges.

This book analyses the role of employment relations in the context of economic development in some of the key Asian economies: China, Hong Kong, India, Malaysia, the Phillipines, Singapore, South Korea and Taiwan. In recent years, these Asian economies have become increasingly more open and export-driven, and there is strong interest all over the world in the Asian economic `miracle' among practitioners and scholars alike. Although much has been written on this region, few books have concentrated on the human resource aspects of this growth. The authors build on the basic premise that the initial success of these countries has lain in low wages and suppression of workers' rights. However, they point out that as employment relations evolve enterprises will either pull out due to rising wages, or stay and prosper by adapting to higher wages. Cases are provided to illustrate both of these features. The evidence in the book suggests that unless a synergy is created between firm-level and state-level human resource policies in areas such as skill formation and workers' need for voice, economic growth is unlikely to be sustainable.

It also assesses how education and training philosophies, curricula, and pedagogy can be reshaped to produce workers with the skills required to meet the emerging demands of the Fourth Industrial Revolution. Human capital is an important factor for economic growth in South Asia. Between 1981 and 2010, human capital contributed about 22% of annual gross domestic product per worker growth in India. During the same period, it contributed around 21% in Bangladesh, and 16% in Sri Lanka. However, education and skills remain the binding constraint. Raising the quality of education and skills in South Asia's workforce can play a critical role in catching up to the level of development of the People's Republic of China, the Republic of Korea, and other successful Southeast Asian economies. This study reviews the development of human capital in South Asia and analyzes contributing factors to human development including policies and strategies that countries in South Asia follow.

Economic globalization has led to intense debates about the competitiveness of nations. Prosperity, social justice, and welfare are now seen to depend on the creation of a 'high skilled' workforce. This international consensus around high skills has led recent American presidents to claim themselves 'education presidents' and in Britain, Tony Blair has announced that 'talent is 21st-century wealth'. This view of knowledge-driven capitalism has led all the developed economies to increase numbers of highly-trained people in preparation for technical, professional, and managerial employment. But it also harbours the view that what we regard as a 'skilled' worker is being transformed. The pace of technological innovation, corporate restructuring, and the changing nature of work require a new configuration of skills described in the language of creativity, teamwork, employability, self-management, and lifelong learning. But is this optimistic account of a future of high-skilled work for all justified? This book draws on the findings of a major international comparative study of national routes to a 'high skills' economy in Britain, Germany, Japan, Singapore, South Korea, and the United States, and includes data from interviews with over 250 key stakeholders. It is the first book to offer a comparative examination of 'high skill' policies -- a topic of major public debate that is destined to become of even greater importance in all the developed economies in the early decades of the twenty-first century.
