Womens Resilience In The Lao Peoples Democratic Republic

Globally, women are disproportionately impacted by climate change and disasters due to gender inequalities and limited participation in decision-making processes. Addressing this imbalance will involve integrating gender equality in laws and policies on climate change and disaster risk management and ensuring gender equality outcomes in building social and economic resilience. This report presents findings of a gender analysis of national legal and policy frameworks of the Lao People’s Democratic Republic (Lao PDR) and discusses whether laws, policies, and strategies consider gender inequalities as they relate to climate and disaster risk management. It includes recommendations to address gaps in sector laws and policies affecting women’s resilience to climate change and disasters in the Lao PDR.

To help address this imbalance, this publication provides guidance on how to integrate gender equality in laws and policies on climate change and disaster management in developing member countries of the Asian Development Bank. It provides a conceptual framework and good practice guide based on international norms and examples of national laws. It also demonstrates how gender-responsive laws and policies can contribute to women’s resilience to climate change and disasters. The publication was developed for the use of governments, policy-makers, organizations, and individuals engaged in gender-responsive legislative reforms.

The report explores a critical policy area for the region, the care economy. Stressing the gendered, informal, and unpaid dimensions of care, it draws on social, demographic, educational and economic evidence to forecast a growing demand for care services in Southeast Asian countries.

Gender inequalities and limited access to resources constrain women’s ability to withstand and recover from financial shocks and economic distress arising from natural hazards. Recognizing the importance of financial inclusion in addressing the issue, this publication explores good practices in the use of financial instruments to enhance women’s disaster resilience. This includes the identification of appropriate distribution channels to reach low-income women. The publication provides recommendations for policy makers and regulators, development partners, and financial service providers on facilitating the development, design, and promotion of financial products and services that will enhance women’s resilience to disasters.

Under the CAREC 2030 framework, a regional trade strategy will provide a more coherent approach to strengthen trade and enhance growth potential of CAREC countries. The CAREC Integrated Trade Agenda (CITA) 2030 aims to support CAREC countries in integrating further with the global economy through trade expansion from increased market access, greater diversification, and stronger institutions for trade. Taking into consideration the countries' capacities and varying levels of progress, CITA 2030 will be implemented in a phased and pragmatic approach including through a three-year rolling strategic action plan.

Risings, conflicts and disasters around the world, and the negative impacts on lives and properties, are drawing attention to the need to increase the resilience of vulnerable rural communities and their livelihood sources from agriculture and rural areas. Protection from sexual and gender-based violence is also an area of work that merits special attention particularly in areas of protracted crises. This report documents some good practices and lessons learned from around the world with a specific focus on emergency and humanitarian situations. It highlights a few successful FAO’s interventions on resilience building and gender mainstreaming. The information in this report can be used as good practices that can help increase resilience of livelihoods in a gender-equitable manner. They can also be used for advocacy, to engage policy makers and practitioners to promote gender equality and women’s empowerment in resilience and humanitarian.

Entrepreneurship in context has been described as the third wave in entrepreneurship research. Accordingly, specific socio-economic, political, market, and institutional contexts are key to fostering, enabling, and enacting entrepreneurial activity and behaviours. These contexts shape everyday entrepreneurship experiences. This book is based on the premise that how gender is articulated within the entrepreneurial debate has to acknowledge context. However, context is not a construct that only applies to those economies and situations that differ from the presumed norm of Western developed nations. Adopting a more critical appraisal of how context is positioned within current theorizing around gender and entrepreneurial behaviours offers potential to progress debate whilst acknowledging that competing and contrasting contextual influences require clearer recognition. This book, therefore, has the potential to unearth credible and robust approaches to further examining contextualisation and women entrepreneurship that advances new insights. By exploring and examining how contextual influences shape women’s entrepreneurship, this book challenges the assumption that women entrepreneurship is the same throughout the world. It will be of value to researchers, academics, and students with an interest in entrepreneurship, political economy, economics, and public policy.
