Women's work is central to the social and economic aspirations of the countries of South Asia. Their contribution to agriculture, industry and services is critical. However, planners and policy makers frequently ignore women's economic roles, drawing simplistic conclusions from inadequate data. Women and Work in South Asia provides a cross-cultural perspective on research on women's work in South Asia. Integrating macro and micro analysis, Asian and Western contributors analyse the inadequacies of official statistics and explore, through case studies, the cultural and socio-economic position of women at work in the region.

This book investigates the barriers to women’s economic empowerment in the Global South. Drawing on evidence from a wide range of countries, the book outlines important lessons and practical solutions for promoting gender equality. Despite global progress in closing gender gaps in education and health, women’s economic empowerment has lagged behind, with little evidence that economic growth promotes gender equality. This book provides a comparative analysis of the social, economic, industrial and migration dynamics that structure women’s paid work and unpaid care work experience in the Asia-Pacific region. Each country-focused chapter examines the formal and informal ways in which work and care are managed, the changing institutional landscape, gender relations and fertility concerns, employer and trade union responses and the challenges policy makers face and the consequences of their decisions for working women. By covering the entire region, including Australia and New Zealand, the book highlights the way different national work and care regimes are linked through migration, with wealthier countries looking to their poorer neighbours for alternative sources of labour. In addition, the book contributes to debates about the barriers to women’s participation in the workforce, the valuation of unpaid care, the gender wage gap, social protection and labour regulation for migrant workers and gender relations in developing Asia.

First Published in 2011. This study is Volume I of the Global Environment and Development 7 volume set. One of the most promising areas identified in the initial study was female labor-force participation. If good jobs at decent wages were offered to women, particularly those living in rural areas, would such employment have an effect on family size? Would their jobs compete for the women's time as mothers and housewives, offer them an alternative route to acquiring status and a sense of purpose, and perhaps also provide the women with an independent source of income which would enable them to achieve more control over their lives? But, as the original volume makes clear, the situation is more complicated than it first appears to be.

This book investigates the contemporary social, political and economic issues faced by women in South Asia. It focuses on the policies and practices that have challenged or perpetuated gender inequalities, and the evolving role of women in South Asian societies. With contributions from practitioners, policy makers, academics and civil society activists from across South Asia, this volume provides a broad and diverse range of viewpoints on South Asian women's labour force participation, political participation, education, and health, as well as country-specific insights.The volume is conceived as a stage for debate where specific insights act as a window into wider themes, practices and policies. Each essay is followed by policy-relevant recommendations and suggestions for avenues to improve current practice. Sri Lanka has shown remarkable persistence in low female labor force participation rates—at 36 percent from 2015 to 2017, compared with 75 percent for same-aged men—despite overall economic growth and poverty reduction over the past decade. The trend stands in contrast to the country’s achievements in human capital development that favor women, such as high levels of female education and low total fertility rates, as well as its status as an upper-middle-income country. This study intends to better understand the puzzle of women’s poor labor market outcomes in Sri Lanka. Using nationally representative secondary survey data—as well as primary qualitative and quantitative research—it tests three hypotheses that would explain gender gaps in labor market outcomes: (1) household roles and responsibilities, which fall disproportionately on women, and the associated sociophysical constraints on women’s mobility; (2) a human capital mismatch, whereby women are not acquiring the proper skills demanded by job markets; and (3) gender discrimination in job search, hiring, and promotion processes. Further, the analysis provides a comparison of women’s experience of the labor market between the years leading up to the end of Sri Lanka’s civil war (2006†“09) and the years following the civil war (2010†“15). The study recommends priority areas for addressing the multiple supply- and demand-side factors to improve women’s labor force participation rates and reduce other gender gaps in labor market outcomes. It also offers specific recommendations for improving women’s participation in the five private sector industries covered by the primary research: commercial agriculture, garments, tourism, information and communication technology, and tea estate work. The findings are intended to influence policy makers, educators, and employment program practitioners with a stake in helping Sri Lanka achieve its vision of inclusive and sustainable job creation and economic growth. The study also aims to contribute to the work of research institutions and civil society in identifying the most effective means of engaging more women— and their untapped potential for labor, innovation, and productivity—in Sri Lanka’s future.

The global impact of Asian production of the wage goods consumed in North America and Europe is only now being recognized, and is far from being understood. Asian women, most only recently urbanized and in the waged work force, are at the center of a process of intensive labor for minimal wages that has upended the entire global economy.
