This publication examines the critical issues surrounding water security (water shortage, water excess, inadequate water quality, the resilience of freshwater systems), providing a rationale for a risk-based approach and the management of trade-offs between water and other (sectoral and environmental) policies. The report sets out a three-step process to "know", "target" and "manage" water risks: (1) appraising the risks, (2) judging the tolerability and acceptability of risks and weighing risk-risk trade-offs, and (3) calibrating appropriate responses. The publication provides policy analysis and guidance on the use of market-based instruments and the complex links between water security and other policy objectives, such as food security, energy security, climate mitigation and biodiversity protection.

FUNDAMENTALS OF WATER SECURITY Understand How to Manage Water Resources to Equitably Meet Both Human and Ecological Needs Burgeoning populations and the ever-higher standards of living for those in emerging countries increase the demand on our water resources. What is not increasing, however, is the supply of water and the total amount of water in earth’s biosphere—water that is integral to all standards of living. Few people actively engaged in India's water sector would deny that the Indian subcontinent faces serious problems in the sustainable use and management of water resources. Water resources in India have been subjected to tremendous pressures from increasing population, urbanization, industrialization, and modern agricultural methods. The inadequate access to clean drinking water, increase in water related disasters such as floods and droughts, vulnerability to climate change and competition for the resource amongst different sectors and the region poses immense pressures for sustainability of water systems and humanity.
