Water Governance In Argentina

The report is the result of a policy dialogue with more than 200 stakeholders at different levels in Argentina. It assesses water governance in Argentina, identifies several key challenges to effective, efficient and inclusive water policies, and provides a set of policy recommendations to enhance water governance as a means to address relevant societal challenges, both within the scope of water management and beyond.

Globalized Water presents a compilation of voices that forms a unique scientific exploration of contemporary water management models and governance issues. The book describes the water paradox—how a local resource has become a global product—and the implications of this in how we identify challenges and make policy in the water sector. Over the last 20 years, the foundations of local and national water systems have been rocked by a wave of changes. The authors in this book, experts in a wide range of disciplines, address the resulting debates and issues: water as a commodity and patrimony, technological rent, liberalization and privatization, the continuing evolution of water management and policy at the European level, decision making and stakeholder participation, conflict and consensus, and the inevitable growth of counterpowers at the local and international levels, promoted by the advocates of sustainable development. The selected case studies are from Europe (primarily France but also Spain, Germany, the United Kingdom, and Portugal), Latin America (Argentina, Bolivia), the United States, Lebanon, and India. From this diverse collection of comparative perspectives and research methods, Globalized Water seeks to advance interdisciplinary research, contributing to a new and dynamic role for social sciences and governance on water.

There is no question that water pricing and public-private partnership can improve water management practices in the future. However, this concept is neither the cure-all many proponents argue, nor the disaster its opponents forecast. Providing a comprehensive and objective assessment of what does and does not work, where, why and under what circumstances, this informative collection assesses the social, economic, equity and institutional implications. This cohesive set of carefully selected essays, the result of The Third World Centre for Water Management and the Inter-American Development Bank's decision to objectively and critically assess the experiences in these areas, transcends the current dogmatic debate on these complex issues. Providing an in-depth analysis and assessment of the main issues and constraints of water pricing, private sector participation and their affect on water supply, the collection draws on illustrative case studies from Argentina, Brazil, the USA and Western European countries amongst others. This is a special issue of the Journal of Water Resource Development.

This brief for policy makers is a summary of the main conclusions derived from the "Argentina: Valuing Water" report, a detailed and technical water security diagnostic, and is designed for decision makers beyond the water sector. Its main purpose is to make visible the importance of water, and the cost of existing water security gaps on Argentina's economy, society and environment. The report further highlights the causes behind those water security gaps and identifies opportunities to close them and make the country more resilient to climate change or to other shocks such as the COVID-19, through a more sustainable, inclusive and efficient water management. The document assesses the water security situation today, evaluating the impacts of these water security gaps in the country's GDP, and then proposes two future scenarios up to 2030: the first one is a "business as usual" scenario, where there are no changes in the way water is managed today, and where water security gaps perpetuate or amplify due to climate change and growing demands. The second "active scenario" is that one where a series of investments are proposed to close the existing gaps, and where, most importantly, a number of water governance reforms are recommended to complement such investments and to make them more sustainable. These reforms are also necessary to use public funds more efficiently, a priority measure in times of crisis.

This report addresses multilevel governance challenges in water policy in the Latin American and the Caribbean (LAC) and identifies good practices for co-ordinating water across ministries, between levels of government, and across local and regional actors.

The chapters in this volume are peer reviewed editions of the papers presented at the 7th meeting of the Rosenberg International Forum on Water Policy which was held in Buenos Aires, Argentina on November 15-17, 2010. The theme for Forum VII was Water for the Americas: Challenges and Opportunities. This Forum was unique in examining the water problems of the Americas and identifying water management experience gleaned in other parts of the world that might be useful in addressing the problems of the Americas. The sessions illustrated how the water problems of the Americas are common problems, differing only in degree from basin to basin. There was unanimity among the participants about the need for all inhabitants of the Americas to work together to ensure that everyone has access to adequate quantities of healthy water supplies and to appropriate sanitation services. This volume’s approach is to identify different responses and policies that address common issues and learn from contrasts and experiences. The value and potential that this approach affords is that it provides critical judgments about what has worked well and what needs to be done to gain a better future for the Americas’ water resources and society. Some issues covered in the volume are so pressing and urgent, chief among them is serving the unserved, that any delays putting out new facilities in many a rural areas of Central America may cost lives and reduce the outlook for children. Additionally, the volume makes clear that the outlook for the poorest and the future of hundreds of growing cities are threatened by climate change. This book looks into the future by analyzing present and relevant data and gains insight from the different developmental stages of the hemisphere.

First Published in 2011. Water is a scarce resource in the arid zones of Latin America and is sure to become more so. Population growth and rising income, coupled with rapid urbanization, assure continued steep increases in demand for water for irrigation and for industrial and municipal uses. This monograph offers an overall methodology and systematic analysis of a region’s water problem.
