Water Flood Management And Water Security Under A Changing Climate

This book presents selected papers from the 7th International Conference on Water and Flood Management,with a special focus on Water Security under Climate Change, held in Dhaka, Bangladesh in March 2019. The biennial conference is organized by Institute of Water and Flood Management of Bangladesh University of Engineering and Technology. The recent decades have experienced more frequent natural calamities and it is believed that climate change is an important driving factor for such hazards. Each part of the hydrological cycle is affected by global climate change. Moreover, increasing population and economic activities are posing a bigger threat to water sources. To ensure sustainable livelihoods, safeguard ecosystem services, and enhance socio-economic development, water security needs to be investigated widely in a global and regional context.

This book highlights the likely impacts of climate change in terms of global and national water securities, how different countries are attempting to address these complex problems and to what extent they are likely to succeed. A major global concern at present, especially after the social and economic havoc that has been caused by COVID-19 in only one year, is how we can return to earlier levels of economic development patterns and then further improve the process so that sustainable development goals are reached to the extent possible by 2030, in both developed and developing countries. Mankind is now facing two existential problems over the next several decades. These are climate change and whether the world will have access to enough water to meet all its food, energy, environment and health needs. Much of expected climate change impacts can be seen through the lens of extreme hydrological events, like droughts, floods and other extreme hydrometeorological events. To plan successfully and manage the increased uncertainties posed by likely future climate change, knowledge needs to advance much more for the water profession beyond what it is now available. Meeting these challenges does not depend exclusively on advances in climatological-hydrologic models. Policies for adaptation and strategies for mitigation measures have to be formulated on the basis of what are likely to be the potential impacts. These will have to be regularly fine-tuned and implemented according to changing needs and as more reliable knowledge and data become available. Even more challenging will be the politics of policy making and implementation, which will require a quantum leap from current policy-making and implementation processes. One can even say that, in addition to the development of more reliable models, the politics of climate change and water management remains one of the greatest uncertainties for the water profession. This book addresses water management practices and how these should and could be modified to cope with climatic and other related uncertainties over the next two to three decades; the types of strategies and good practices that may be available or have to be developed to cope with the current and expected uncertainties in relation to climate change; and the types of knowledge, information and technological developments needed to incorporate possible future climate change impacts within the framework of water resources management. Decision making in the water sector under changing climate and related uncertainties, and societal water security under altering and fluctuating climate are also discussed. Several case studies are included from several basins, cities, regions and countries in both developed and non-developing countries. This book was published as a special issue of the International Journal of Water Resources Development.

In Asia and the Pacific, climate change is now a well-recognised risk to water security but responses to this risk are either under reported, or continue to be guided by the incremental or business as usual approaches. Water policy still tends to remain too narrow and fragmented, compared to the multi-sectoral and cross-scalar nature of risks to water security. What’s more, current water security debates tend to be framed in discipline specific or academic ways, failing to understand decision making and problem-solving contexts within which policy actors and partitioners have to operate on a daily basis. Much of the efforts to date has focussed on assessing and predicting the risks in the context of increasing levels of uncertainty. There is still limited analysis of emerging practices of risks assessment and mitigation in different contexts in Asia and the Pacific. Going beyond the national scales and focussing on several socio-ecological zones, this book captures stories written by engaged scholars on recent attempts to develop cross-sectoral and cross-scaler solutions to assess and mitigate risks to water security across Asia and the Pacific. Identifying lessons from successes and failures, it highlights management and strategic lessons that water and climate leaders of Asia and the Pacific need to consider. This book showcases reflective and analytical thought pieces written by key actors in the climate and water spaces. Several critical socio-ecological zones are covered – from Pakistan in the west to pacific islands in the east. The chapters clearly identify strategies for improvement based on the analysis of emerging responses to climate risks to water security and gaps in current practices. The book will include an editorial introduction and a final synthesis chapter to ensure clear articulation of common themes and to highlight the overall messages of the book.

Human beings and industrial-based society are changing the composition of our planet's atmosphere and causing it to warm at an unnatural and oftentimes astonishing rate. Much of that warmth is being absorbed by water which is causing an acceleration in the rate and manner in which water moves through the global hydrological cycle. A warmer atmosphere carries more water vapor which means as temperatures continue to rise storms will be more intense, last longer and cause more damage to our towns, cities and vital infrastructure. On the other side of the hydro-climate coin, we can also expect deeper, more persistent and damaging droughts throughout the world resulting in dramatic losses, difficult economic outcomes and fundamental alterations to landscape. This highly considered, accessible and readable book explains how changes in the water cycle have already begun to affect how we think about and value water security and climate stability and what we can do to ensure a sustainable future for our children and grandchildren.

This publication sets out the challenge for freshwater in a changing climate and provides policy guidance on how to navigate this new "waterscape". It examines the range and complexity of possible changes in the water cycle and the challenges of making practical, on-site adaptation decisions for water. It offers policymakers a risk-based framework and guidance to "know", "cap" and "manage" water risks in order to provide flexibility and improve decisions despite the lack of reliable predictions. It draws insights from a stock take of current policy efforts to adapt water systems across all 34 member countries and the European Union, including water-related aspects of National Adaptation Plans and Strategies, specific policy measures, and financing programmes. Finally, the report examines the use of economic instruments to promote adaptation (e.g. insurance schemes, water markets and banks, water pricing), incentives for ‘green’ infrastructure and ecosystem-based approaches, and financing issues.

This book aims to come up with views to address the queries of planners, policymakers, and general people for water resources management under uncertainty of climate change, including examples from Asia and Europe with successful adaptive measures to change the challenge of climate change into opportunities. The availability of clean water is a major global challenge for the future due to a rapidly growing population and urbanization where further stress in water resources is expected due to the impact of climate change. The wide range of impacts includes for example changes in hydrology, moisture availability, spatial and temporal variations in magnitude of stream flow, and dwindling of water levels with adverse effect on wetlands and ecosystem. As a consequence, water management has become a serious issue and was identified as a global societal challenge, and climate change forecasting has become one of the key issues in recent research on sustainable water resources management.
