Hundreds of thousands of items of military equipment and repair parts, valued in excess of $13 billion are stocked by the military services and the Defense Supply Agency as war reserves. The items selected as war reserves are determined by each military service subject to selection criteria provided by a Department of Defense directive. This study examines the selection criteria and methods for computing war reserve requirements. It identifies a number of problem areas resulting from the application of current criterion and computational methods. The study results in two principal recommendations.

Army Prepositioned Stock (APS) is designed to relieve the initial strain on the supply chain by reducing early airlift requirements and by meeting contingency demands. War reserve secondary items (WRSI) make up the sustainment stock portion of APS. This report describes the methodology used to develop resource allocation and forward positioning recommendations for prioritizing item-level spending on WRSI for a northeast Asia scenario.

War reserve materiel is now prestocked, and reserve requirements are based on studies of enemy threats and capabilities. At the end of fiscal year 1978, the Army reported a $1.7 billion deficiency in war reserve stock fund items, with major deficiencies in clothing and textile items and aviation spare parts. If this deficiency were valid, it would seem to leave the Army unprepared for an armed conflict. However, the reported requirements and deficiencies are overstated because of a number of assumptions and factors, such as: incongruities in logistics planning for war reserve stock fund items; the Army's spare parts requirements which are based on outmoded, maximum delivery times while the flying-hour program is based on rapid delivery of helicopters; deficiencies in the Army's high-priority stocks which are prepositioned for ready mobilization while the Defense Logistics Agency has some of the same types of items in lower priority inventories; and problems with requirements for chemical protective clothing. A recent Secretary of Defense directive limits procurement of war reserve items to satisfy needs for only one-half the days in the total planning scenario period, but the Army includes safety levels and residual force quantities as early mobilization requirements which tends to unnecessarily increase requirements.

We started the Audit of Budgeting for Secondary Supply Items in the Defense Logistics Agency (Project No. OLA-0077) on July 16, 1990. The objective of the audit was to ascertain whether the Defense Logistics Agency (DLA) was adequately determining and accurately stating funding requirements for secondary items in its annual budget submission. War reserve requirements for secondary items are determined by the Services and consist of retail (pre-positioned) and wholesale (other war reserve) requirements. During the audit, we reviewed the policies and procedures related to the preparation of the FY 1992/FY 1993 Biennial Budget Estimates for the Defense Stock Fund that includes estimates for secondary items to meet peacetime operating requirements.

The Senate Appropriations Committee asked us to provide information about the Army's stock fund war reserve program and to evaluate the adequacy and reasonableness of the requirements computations the Army used to prepare its fiscal year 1979 budget.
