The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) represent the first ever international instrument dedicated to small-scale fisheries. They represent a global consensus on principles and guidance for small-scale fisheries governance and development. They were developed for small-scale fisheries in close collaboration with representatives of small-scale fisheries organizations in a participatory process between 2011-13, involving over 4000 stakeholders; facilitated by FAO, based on a mandate by COFI. They are directed at all those involved in the sector and intend to guide and encourage governments, fishing communities and other stakeholders to work together and ensure secure and sustainable small-scale fisheries for the benefit of small-scale fishers, fish workers and their communities as well as for society at large.

The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) represent the first ever internationl instrument dedicated to small-scale fisheries. They represent a global consensus on principles and guidance for small-scale fisheries governance and development. They were developed for small-scale fisheries in close collaboration with representatives of small-scale fisheries organizations in a participatory process between 2011-13, involving over 4000 stakeholders; facilitated by FAO, based on a mandate by COFI. They are directed at all those involved in the sector and intend to guide and encourage governments, fishing communities and other stakeholders to work together and ensure secure and sustainable small-scale fisheries for the benefit of small-scale fishers, fish workers and their communities as well as for society at large. They complement existing internatinoal instruments, such as the Code of Conduct for Responsible Fisheries, the VG Tenure and the Right to Food Guidelines. Underpinned by a human rights approach, the SSF Guidelines represent a critical instrument to empower small-scale fishing communities - including vulnerable and marginalized groups - to participate in decision-making processes, and to assume responsibilities for sustainable use of fishery resources. The SSF Guidelines are already referred to in a number of ongoing policy processes (Committee on Global Food Security: Principles for responsible investment in agriculture and food systems 41st CFS recommendations; NEPAD's policy framework and reform strategy for fisheries and aquaculture in Africa; Western Central Atlantic Fishery Commission (WECAFC), Resolution WECAFC/15/2014/8).

The small-scale fisheries subsector is a crucial provider of livelihoods, nutrition, and food security to millions of people all over the world. However, small-scale fishers, fishworkers and their communities face many challenges, including lack of recognition, limited participation in decision-making, unsustainable use of aquatic resources, climate change impacts and conflicting interests with other sectors. The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) are the first international instrument entirely dedicated to small-scale fisheries and provide guidance on how to address existing challenges in the subsector. One of the key areas discussed in the SSF Guidelines is the need for an enabling environment that promotes good governance. This publication, Small-scale fisheries governance – A handbook in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication, was based on a number of training courses on governance in small-scale fisheries. It offers an overview of the SSF Guidelines and guidance on their implementation in particular with regard to good governance and the enabling environment needed.

This manual aims at providing practical guidance on how to achieve gender-equitable small-scale fisheries in the context of the implementation of the SSF Guidelines. Women play a key role, in particular in post-harvest activities relating to processing, marketing and trade, but their role remains undervalued. Within the broader context of the FAO Blue Growth Initiative, this publication therefore contributes to SP 1 Outcome 101 - Member countries and their development partners make explicit poli tical commitments in the form of policies, investment plans, programmes, legal frameworks and the allocation of necessary resources to eradicate hunger, food insecurity and malnutrition. The target audience for this manual is twofold: (i) policy makers/public administrations working on small-scale fisheries will be informed about ways to ensure gender-sensitive policies, investments and small-scale fisheries sector support, (ii) CSOs/Fisheries organizations will receive guidance on how to active ly support the empowerment of women in small-scale fisheries. However, this publication is also relevant for other audiences who can provide a support function to the to key audiences, namely: academia/research, donors/resource partners, FAO staff.

This diagnostic tool advances the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) through policy and legal frameworks. It is a key tool for use by any actor, including small-scale fishers, who is interested in contributing to the SSF Guidelines operationalization at the national level. By using this tool, users are able to recognize the national policy and legal instruments that are relevant to small-scale fisheries in a country, consistent with the SSF Guidelines. Users are also able to: assess policy coherence for SSF; assess the alignment of national fisheries policy and legal instruments with the SSF Guidelines; identify gaps and strengths in these instruments; and further propose recommendations for improving the existing national policy and legal framework according with the SSF Guidelines.

The purpose of this methodological guide is to outline how to conduct an empirical assessment of the current landscape of women’s small-scale fishery (SSF) organizations. Applying this methodology will enhance understanding of where women are organized in SSFs (both geographically and within the value chain); what their present organizational characteristics and capacities are; and their primary needs. Gathering this information through this methodology can help design interventions to enhance women’s organizational capacities and to work towards greater gender equality in fish value chains.

This publication describes a small international initiative to examine how local communities can undertake the above tasks of democratization with specific reference to the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication. Communities may have been active participants in proposing inputs which were aggregated and shared in the formulation of the guidelines, yet their role in monitoring and evaluating the implementation of the adopted texts is peripheral. At best, they watch implementation undertaken in their name, but as passive observers. A radical change is needed in order to mainstream community participation into the implementation and monitoring of guidelines of the type described above. There is a need to “take back voluntary guidelines to the community”; demystify their contents; assess with the community what indicators will be utilized to evaluate the progress of implementation; and think through with them the nature of tools to be used for this purpose. Basically, the call is for a democratization of the implementation and monitoring of voluntary guidelines, making them by, for and of the community.

In June 2014, FAO member-states endorsed the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines). These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This book contains in-depth case studies where authors discuss the extent to which the Guidelines can help improve the realities of small-scale fishing men and women globally and make their livelihoods and communities more secure. This will require policy intervention and innovation, along with contributions of civil society organizations and academia. However, most of all it will necessitate the empowerment of fishing people so that they can become active participants in decision making on matters where their well-being and human rights are at stake. By endorsing the SSF Guidelines, states have committed themselves to support and facilitate this development. This book asks whether states can successfully “walk the talk,” and provides advice as to how they can do so. The collection of case studies sets the platform for an interactive dialogue space for researchers, policy makers, civil society and small-scale fishing communities to start the conversation about the monitoring and evaluation of the implementation of the SSF Guidelines at local, national, regional and global levels. An added value is that it helps add focus to our work as civil society activists involved in ensuring the application of the SSF Guidelines. The Voluntary Guidelines for Securing Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) are the first international instrument dedicated entirely to the small-scale fisheries sector. While the implementation of the SSF Guidelines will require legal and regulatory adjustments beyond national fisheries legislation to ensure political and legislative coherence and fully reflect the breadth of their provisions, the fundamental function of fisheries law in a sustainable use, management, and the development of small-scale fisheries is indisputable. Appropriate fisheries legislation provides the strongest possible framework for inclusive, participatory fisheries governance and resource management by providing a coherent basis for implementing and enforcing the SSF Guidelines and other related international and regional agreements and commitments. Legislation can therefore be a tangible way to support small-scale fishers, fish workers, and their communities and contribute to broader development goals, including the progressive realization of the right to food, poverty eradication, equitable development, and sustainable resource utilization. This document, Legislating for Sustainable Small-Scale Fisheries – A guide and considerations for implementing aspects of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication in National Legislation, is a tool for States to strengthen their fisheries legislation in order to establish conditions for inclusive and sustainable small-scale fisheries development, taking into account the interrelatedness of social, economic and environmental sustainability, while focusing on marginalized groups.

This document includes eight studies showcasing good practices in support of sustainable small-scale fisheries. FAO commissioned these studies aiming to share experiences and promote the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The case studies were also intended to promote participatory approaches – in line with the SSF Guidelines principles – and to promote increased interaction between research and fishing communities, including the use of traditional knowledge and participatory research. It is hoped that the case studies will inform policy and policy processes and, in this way, promote sustainable small-scale fisheries according to the SSF Guidelines and the human rights-based approach to development (HRBA). The case studies constitute a rich selection of experiences and are diverse, not only with regard to their geographical setting but also in scope and approach. They span from looking at one specific tool for sharing experiences (the fisheries learning exchanges methodology in Madagascar and Mozambique) or examining the enabling environment in a specific thematic area (disaster risks in Bangladesh), to regional policy formulation on small-scale fisheries (the SSF Guidelines protocol for Caribbean policies) and reflection on how to use the SSF Guidelines in participatory processes (the Myanmar step-by-step approach to discussions with small-scale fisheries communities). A few of the papers look at co-management, in some cases combining fisheries management and social development (Senegal, Uruguay and Nepal), with one focusing on the role of small-scale fisheries and community organizations (India). Generally, the case studies refer to HRBA but, perhaps because many of the activities have taken place in the past, it seems that HRBA has rarely been consciously and explicitly implemented. Still, the case studies bear witness to a number of experiences and practices that are clearly steps in the right direction. Key good practices emerging from the studies refer to, among other things, holistic approaches to co-management and social responsibility; broad engagement, inclusiveness and partnerships; the power of communication; and gender equality and the role of women. As more experience is gained, our knowledge of how to go about implementing the SSF Guidelines will improve and nurture new and continued initiatives. For the present and the future, efforts should be made to apply HRBA, while continuing to share experiences and good practices showing how to do so when implementing the SSF Guidelines.
