Gender plays a hugely significant and too often under-considered role in predicting how accessible resources such as education, wage-based employment, physical and mental health care, adequate nutrition and housing will be to an individual or community. According to a 2001 World Bank report titled Engendering Development—Through Gender Equality in Rights, Resources, and Voice, enormous disparities exist between men and women in terms of basic rights and the power to determine the future, both in Africa and around the globe. A better understanding of the links between gender, public policy and development outcomes would allow for more effective policy formulation and implementation at many levels. This book, through its discussion of the challenges, achievements and lessons learned in efforts to attain gender equality, sheds light on these important issues. Globalizing the Postcolony: Contesting Discourses of Gender and Development in Francophone Africa is a study of development in the former French colonies of West Africa. It takes as its starting point the international community's reporting on human and social development and gender in the developing areas, which began systematically in 1990 and which has provided a framework for policy-making in this field. This study analyzes current thinking on the challenges facing gender and development in Africa, before moving on to examine the historical factors marking the gender and development profile of the francophone West African region. Through an analysis of gender politics in the region from pre-colonial to postcolonial times, the book examines the gradual incursion of exogenous gender policies into the region throughout the 20th century.

Mainstreaming a gender perspective is the process of assessing the implications for women and men of any planned action, including legislation, policies or programmes, in any area and at all levels. It is a strategy for making the concerns and experiences of women as well as of men an integral part of the design, implementation, monitoring and evaluation of policies and programmes in all political, economic and societal spheres, so that women and men benefit equally, and inequality is not perpetuated. The ultimate goal of mainstreaming is to achieve gender equality. This work explores the experiences of Kenya, Tanzania, and Ethiopia from Eastern Africa; and Malawi, Zambia, Zimbabwe, Botswana, and Swaziland from Southern Africa. All cases show the varied attempts to mainstream gender at national, institutional, and civil society levels, including grassroots experiences.

Beyond our Imaginations: African Women’s Realities is the product of dialogues on Gender and Feminism in the region of Africa. It is the first in the series “Feminism Visions of Society.” The book provides a balanced review of Western and West African theories and of participatory methodologies paying particular attention to the exclusion of grassroots feminism from the growing body of knowledge and action. It builds on existing essentialist theorizing without disregarding the overlaps with feminism in other cultures.
