Despite the impact of ideological rigidity, the primary challenge of heritage planning in Tehran and beyond lies not in the dominance of an inflexible Authorized Heritage Discourse, but rather in the absence of stable spatial-discursive and administrative structures. Solmaz Yadollahi maps the historical trajectory of conservation and urban heritage planning in Iran, depicting a discursive-spatial assemblage that tends to knock down its accumulated resources. This is in line with Katouzian's portrayal of Iran as a pick-axe society. Residing within this society, the studied assemblage strives to deconstruct the prevailing structures and usher in a fresh one, paradoxically perpetuating the very cycle it seeks to escape.

This book compares two urban regeneration models, namely piecemeal and comprehensive redevelopments. Tehran, like many cities in the developing world, on the one hand faces extensive deterioration in its inner-city neighbourhoods and on the other hand, faces rapid population growth. Urban regeneration is adapted as a policy that not only accommodates urban growth within the city boundaries, but also tackles the deterioration problems. This book tries to understand how these two redevelopment models operate in run-down neighbourhoods of Tehran, with a specific focus on developers’ behaviour regarding these two models. Two neighbourhoods that have undergone redevelopments in Tehran, one piecemeal and one comprehensive, are chosen as case studies. Utilising institutional analysis as a qualitative methodological approach, this book improves our understanding of the process of built environment production, as well as the role of developers and state in the development process. The book demonstrates that the development decision-making cannot be solely understood as the result of economic rationality, as it occurs within institutional contexts structured by dynamic needs and concerns of actors. In advancing institutional analysis, the research demonstrates the different approaches taken by developers, development organisations and planners as they engaged differently with the wider structures set by the government through different policies.

This volume looks at sustainable protection and sustainable use of cultural and natural heritage, particularly in view of the current challenges of the 21st century. For more than 40 years the World Heritage Convention has regulated the protection of the cultural and natural heritage of humankind, particularly in that heritage shall be protected if it is threatened by modern development. The international community has also adopted sustainability and sustainable development, as objectives to facilitate the protection of cultural and natural heritage. Sustainable heritage protection and use must therefore be preserved in the face of the global challenges it faces and must be perceived in terms of societal, political and corresponding economic paradigms.

During recent years, the topic of participation has increasingly been gaining importance in Iran – in the scientific field, in practice and rhetoric. However, in current scientific literature – and especially in English literature – there is little knowledge on the conditions, legal background, perceptions, experiences and processes of citizens’ participation in Iran. This book aims to shed light on the paradoxical question of participation in Iran: it is old and new, dysfunctioning and functioning, disappointing and promising. This slippery status of participation convinces scholars to suggest contradictory interpretations and understandings about the existence, functionality, and potentiality of this concept. The book therefore shows the different perspectives, interpretations, historical developments and case studies of participation in Iran, thus giving the reader a kaleidoscope view on the question of participation in Iran.

The book examines the relationship between democracy and the (trans)formations of urban spaces through comparative perspective. It engages with the ideas of ‘modernity’ in architecture and investigates how they might align (or not) with other forms of radical power. This book offers an understanding of the public spaces through political change, power struggle, and autocratic modernity manifested. It addresses the subject of politics in architecture and built environment by examining the various academic literature in urban studies, architectural history, urban anthropology, urban sociology, cultural geographies, planning history, philosophy, and the broader social and political sciences. Followingly, it will be focused on the less well-known traditions of architecture and democratic values drawing upon western and (non)western perspectives to decolonize the notion of public space in the global south. In better words, the book investigates the mechanisms of power struggles and the transformative dynamism of totalization and state-led modernization, which motivates or shapes a creative tension in the form of the city. The topic of the work is novel and aims to examine the relationship between the affordances of public spaces, their micro-histories, and the emergence of critical social events and movements. The breadth of the topic demanded engagement with a rich body of architectural theory and history and relevant texts in urban sociology, colonial and postcolonial studies, political geography, and cultural studies, a challenge to which the book has responded outstandingly. The issue is urgent for policymakers and architects, urban designers, political and cultural geographers, and other practitioners working on the built environment to create more democratic public spaces in the global south.
