In recent years, Turkey has become an ever more important actor on the international stage. However, Turkey-EU relations still remain in a state of flux. The EU and Turkey seem to have moved apart in their political aspirations after Turkey’s EU accession talks faced a stalemate over the Republic of Cyprus’ EU accession as a divided island. Likewise, both Turkey and the EU have recently faced new socio-political realities, such as the Eurozone crisis, the Arab Spring and the Turkish government’s shifting foreign policy towards the Middle East region. Such developments have rendered EU membership potentially a less desirable prospect for an increasingly self-confident Turkey. In light of these recent events, this book explores the evolving challenges and opportunities facing the more than 50-year old Turkey-EU relationship. This volume focuses particularly on the role of the Cyprus issue, the potential for closer Turkey-EU cooperation in the aftermath of the Arab Spring, the impact on Turkish citizens and politics, as well as the concept of Europeanization, especially in relation to Turkey’s democratic reform process. What requirements must Turkey the largest country among the candidate and accession countries meet to join the European Union? What progress has been made toward meeting them? The history of relations between the Europan Community and Thrkey has been a sad story, on both sides. Unrealism has been the keynote throughout. What was long overdue by the end of 1987 was to sweep away the past contradictions and tergiversations, and try to make a new start on a more realistic basis. Thrkey has now applied formally to resume as a full member of the Community. How ever, as several chapters of this Report show, there are on both sides great reservations a bout membership, unless this were intended to take place only many years ahead. Political ly, the relationship between the Community and Turkey was damaged by the Cyprus and Aegean problems between Thrkey and Greece. It began to break down already in 1964, and the breach was widened by the events of 1974 in Cyprus, by Greece's ·subsequent rapid ac cession to the Community, and by the military take over in Thrkey in 1980. Since 1980 there has been a slow process of restoration of relations, marked by new elections in November 1983, and a gradual rehabilitation of Turkey's position in the Council of Europe by 1986, as Turkey strove to re-establish its credentials as a democratic state. Economically there were serious complaints on both sides about the working of the As sociation Agreement. In the Community it was feit that the economic policy of Thrkish go vernments prior to 1979 was in contradiction with the purposes of the Agreement.

European views on Turkey’s membership in the EU have been split between those in support of its full integration and those advocating a privileged partnership. To the extent that many of the latter proposals imply that Turkey will be partially integrated within Europe in certain areas, the question of Turkey’s accession is probably not about ‘if’, but about ‘how much’ integration there will be within the Union’s structures. The purpose of this book is not to offer a definitive response to this question. The book aims instead to examine the complexity of the issues pertaining to Turkey’s prospective EU membership by presenting several, often divergent, accounts of the political, security and socio-economic dimensions of the entire process. The possibility of Turkey’s accession to the European Union has been problematic. Initially, the EU’s pursuit of regional economic integration and enlargement of membership, at the exclusion of Turkey, strained relations between the two. It was not until 1999, and under pressure from the US, that Turkey was considered as a potential candidate for membership. This book seeks to provide a comprehensive assessment of the fluctuating relations between the EU and Turkey in the twenty-first century. Applying complementary theoretical models to evaluate prospects for Turkey’s membership, analysis includes; Turkey’s report card on the Copenhagen criteria, public opinion in Europe and Turkey, and benefits and challenges based on projection estimates. The results show that whilst both sides stand to make significant gains from Turkey’s membership, the current state of affairs point in the direction of a failure.
