After the collapse of the Soviet Union, Islam has had a considerable impact on the formation of a new Russian identity. The "ideological and cultural vacuum" generated by the enormous political change hampers the creation of this identity. In the new liberty, formerly excluded and suppressed minorities strive for self-determination and recognition of their rights. The following study briefly depicts the new political situation. Further it analyzes the policies of the post-Soviet Russian Federation government and its consequences for Russian Muslims; it compares them with the policies of the Central Asian state of Uzbekistan. Using Turkey as a specific example, conclusions are drawn about the effects of this new socio-political climate on Russian Muslims.

Focusing on the roles of Russian Orthodoxy and Islam in constituting, challenging and changing national and ethnic identities in Russia, this study takes Tsarist and Soviet legacies into account, paying special attention to the evolution of the relationship between religious teachings and political institutions through the late 19th and 20th centuries. First published in 1983, this book traces the historical and cultural development of the Soviet Muslim population. Going back to the Mongol Empire and the Russian conquest of Muslim lands under the Tsars, it demonstrates how the present Soviet Islamic culture has emerged. It also examines how Soviet Muslims interact with the Muslim world abroad and how Soviet Muftis have been used as ambassadors of the USSR in Muslim countries.

This book, based on extensive original research in the field, analyses the political, social and cultural implications of the rise of Islam in post-Soviet Russia. Examining in particular the situation in Tatarstan and Dagestan, where there are large Muslim populations, the authors chart the long history of Muslim and orthodox Christian co-existence in Russia, discuss recent moves towards greater autonomy and the assertion of ethnic-religious identities which underlie such moves, and consider the actual practice of Islam at the local level, showing the differences between "official" and "unofficial" Islam, how ceremonies and rituals are actually observed (or not), how Islam is transmitted from one generation to the next, the role of Islamic thought, including that of radical sects, and Islamic views of men and women's different roles. Overall, the book demonstrates how far Islam in Russia has been extensively influenced by the Soviet and Russian multi-ethnic context.

This paper examines the relations between the Kingdom of Saudi Arabia (Saudi Arabia) and the Russian Federation (RF) in the light of Muslim minority rights through analyzing the history of Islam in the Russian territory, with a focus on the rights of Muslims under the Tsarist rule since 1552 and during the existence of the Soviet Union. The first part of the paper suggests that, although Muslims are minority in modern Russia today, Islam established itself as an official religion in the Volga-Urals region and Caucasus during the early years of Islam. It also shows that the historical relations between Muslims and tsarist Russia were not always in conflict. The second part of the paper, which is based on Russian archival sources, presents a brief description of Soviet and Saudi Arabian diplomatic relations. The third part of the paper discusses the status of Islam and Muslims in modern Russia since the collapse of the Soviet Union and suggests that the tragedy of 9/11 and the US-led “Global War on Terror,” as its consequence resulted in religious discrimination and an anti-Islamic mood throughout the country. In 2002, the RF adopted a new law entitled, “On Fighting Extremist Activity.” This led to the decline of religious freedom, which directly harmed relations between Saudi Arabia and Russia. Donations coming from the Kingdom of Saudi Arabia through various channels were blocked, Saudi-funded institutions were banned as a part of the prevention of “Wahhabi” influences (which had been banned in Russia since 2002), and books (both original copies and translations) published in Saudi Arabia were banned as well. At the same time, the two governments continued working together on fighting against extremism, educational and cultural programs, and the development of Islamic banking in Russia. The last part of the essay includes some policy recommendations and concluding remarks.

Islam and the Orthodox Church in contemporary Russia are usually studied in isolation from each other, and each in relation to the Kremlin; the latter demands the development of a home-grown and patriotic ‘religious traditionalism, as a bulwark against subversive ‘non-traditional’ imports. This volume breaks new ground by focusing on charismatic missionaries from both religions who bypass the hierarchies of their respective faith organizations and challenge the ‘traditionalism’ paradigm from within Russia's many religious traditions, and who give new meanings to the well-known catchwords of Russia's identity discourse. The Moscow priest Daniil Sysoev confronted the Russian Orthodox Church with ‘Uranopolitism’, a spiritual vision that defies patriotism and nationalism; the media-savvy Geidar Dzhemal projected an ‘Islamic Eurasianism’ and a world revolution for which Russia's Muslims would provide the vanguard; and the Islamic terrorist Said Buriatskii found respect among left- and right-wing Russians through his Islamic adaptation of Lev Gumilev's ‘passionarity’ paradigm. On the other side, Russian experts and journalists who propagate the official paradigm of Russia's ‘traditional Islam’ argue from either Orthodox or secularist perspectives, and fail to give content to the concept. This allows even moderate Salafis to argue that their creed is Russia's real ‘traditionalist’ Islam. This book was originally published as a special issue of Islam and Christian-Muslim Relations.
