Did you ever wonder what the impact of climate change will be on our educational institutions in the next decade? What does it mean for schools that our societies are becoming more individualistic and diverse? Trends Shaping Education is a triennial report examining major economic, political, social and technological trends affecting education.

The Organization for Economic Co-operation and Development (OECD) was created in 1960 to advance economic expansion and world trade. Although it lacks a specific mandate for education, it has shaped national educational policy through the dissemination of ideas and transnational research. The Centre for Educational Research and Innovation (CERI), a branch of the OECD, was created in 1968. Its potential influence on the educational policy of nation states suggests a need to investigate its vision for K-12 education. The purpose of this research was to critically analyse two major projects undertaken by CERI: Trends Shaping Education and Innovative Learning Environments, with respect to the nature of their embedded political discourse, as well as their constructions of K-12 schooling, teachers, and learners. Additionally, it critically explored how the discourse of innovation, accountability, and governance shapes education in particular ways. Drawing from Fairclough's methods of critical discourse analysis (CDA), as adapted by Grewal, it examined the ideological and discursive nature of the CERI projects. Texts were interpreted through a liberal theoretical framework. Findings suggest the CERI Projects frame a neoliberal vision for K-12 education focussed primarily on economic ends. Although the social dimension of education is recognized with respect to its need to foster equity, equality and social cohesion, its discourse is best characterized as a form of flanking and roll-out neoliberalism. Both Projects embrace a human capital approach to education and advance a neoliberal subjectivity in which learners are defined by their economic utility and are framed as future workers who are flexible, adaptable, resilient, responsible, innovative, entrepreneurial, and good problem solvers. The ILE Project's promotion of networks and partnerships with other sectors and business reflects a transition away from government to governance as promoted by New Public Governance, which also reflects a neoliberal orientation. In both Projects, innovation, accountability, and governance are nominalizations that reinforce a neoliberal policy perspective of education.

Designing school buildings to respond to change is not a new idea. But perhaps what is different today is the kind and degree of change which we have to anticipate. The OECD is carrying out projects that can help in the planning and design of future educational facilities - exploring trends in education and studying innovative learning environments. Education planners have long grappled with the type of change connected with demography, for example changing local patterns in the number of school places needed over a period of time. But new challenges lie in the complexity and uncertainty which are characteristic of the 21st century world. The findings of the OECD's project "Schooling for Tomorrow: Trends Shaping Education" show some sources of this uncertainty, including falling birth rates, increasing economic globalisation and growing numbers of single parent families. Such issues suggest that policy makers and education providers alike need to address questions about what education is and how it should be delivered. Another OECD project, a study of innovative learning environments, is looking at how schools can respond to changes in the type of teaching and learning that make individuals lifelong learners. Developing individuals as self-directed learners, who are able to acquire expert knowledge in different fields and to change careers, benefits the economy and society generally. Research into learning shows both the importance of allowing students to take control of their own learning and that learning must be a social, cultural, intrapersonal and an active process. Research also demonstrates that an understanding of complex subjects can be best achieved in settings where the learner is engaged with others in the community, in activities where knowledge is being applied. The learning environments that support this must be fundamentally different from what has gone before, with less emphasis on teachers addressing a group of students in a traditional classroom setting. However, just how the physical environment must respond is a complicated issue. To meet the needs of 21st century learning, the physical environment will have to be agile so that it is capable of providing a mixed range of learning settings from large group spaces to smaller, more individual tutorial type spaces. However, the interaction between a building's users and the physical infrastructure is complex. The physical environment is always a constraint, but a key question might be to what extent does it offer the teachers the freedom and empowerment to do with it what they want. The different learning settings may be facilitated by clever use of furniture which can be easily rearranged in a variety of ways thus providing a range of spaces within spaces. These are all issues that future work of the Programme on Educational Building will explore further, building on the current OECD work on innovative learning environments.

​This book examines contexts and possibilities in Aotearoa New Zealand education contexts arising from the international trend for open, flexible, innovative learning environments (ILE), specifically on the pedagogical load. The book responds to questions such as: What does it mean to teach, learn or lead in an innovative learning environment? What happens when teachers move form single cell learning spaces to open, collaborative ones? The chapters provide examples of how teaching in new spaces can be an exciting challenge for teachers and students where they try new ways of teaching and learning, and rethink the purposes of learning and the implications of societal change for learning and what is valued. Examples are drawn from pre-service teachers working in primary and secondary schools and in-service teachers learning to become professionals. The book offers insights into a variety of educational contexts where teachers and students learn and adapt to new learning spaces, and also how different teaching and learning partnerships may be conceived, and flourish. It focuses attention on a range of aspects that teachers, school leaders, and other educators, and researchers may find valuable when they embark on similar initiatives to consider issues pivotal to productive and effective innovative learning environment design, development and implementation.
