Trends In Social Security

Social Security Policy in a Changing Environment analyzes the changing economic and demographic environment in which social insurance programs that benefit elderly households will operate. It also explores how these ongoing trends will affect future beneficiaries, under both the current social security program and potential reform options. In this volume, an esteemed group of economists probes the challenge posed to Social Security by an aging population. The researchers examine trends in private sector retirement saving and health care costs, as well as the uncertain nature of future demographic, economic, and social trends—including marriage and divorce rates and female participation in the labor force. Recognizing the ambiguity of the environment in which the Social Security system must operate and evolve, this landmark book explores factors that policymakers must consider in designing policies that are resilient enough to survive in an economically and demographically uncertain society.

In nearly every industrialized country, large aging populations and increased life expectancy have placed enormous pressure on social security programs—and, until recently, the pressure has been compounded by a trend toward retirement at an earlier age. With a larger fraction of the population receiving benefits, in coming decades social security in many countries may have to be reformed in order to remain financially viable. This volume offers a cross-country analysis of the effects of disability insurance programs on labor force participation by older workers. Drawing on measures of health that are comparable across countries, the authors explore the extent to which differences in the labor force are determined by disability insurance programs and to what extent disability insurance reforms are prompted by the circumstances of a country’s elderly population.

This ninth phase of the International Social Security project, which studies the experiences of twelve developed countries, examines the effects of public pension reform on employment at older ages. In the past two decades, men’s labor force participation at older ages has increased, reversing a long-term pattern of decline; participation rates for older women have increased dramatically as well. While better health, more education, and changes in labor-supply behavior of married couples may have affected this trend, these factors alone cannot explain the magnitude of the employment increase or its large variation across countries. The studies in this volume explore how financial incentives to work at older ages have evolved as a result of public pension reforms since 1980 and how these changes have affected retirement behavior. Utilizing a common template to analyze the developments across countries, the findings suggest that social security reforms have strengthened the financial returns to working at older ages and that these enhanced financial incentives have contributed to the rise in late-life employment.

This publication is timed to coincide with the half-century anniversary of the Disability Program. It chronicles the trends in federal disability programs. The report compiles data from national and international sources.

The Social Security Disability Insur. (DI) program pays benefits to non-elderly adults (those younger than age 66) who are unable to perform ¿substantial¿ work because of a disability but who have worked in the past; the program also pays benefits to some of those adults¿ dependents. In 2009, the DI program paid benefits to 8 million disabled beneficiaries and 2 million of those beneficiaries¿ spouses and children. Between 1970 and 2009, the number of people receiving DI benefits more than tripled, from 2.7 mill. to 9.7 mill. The Social Security Admin. will not have the legal authority to pay full DI benefits beyond 2018, when the DI trust fund will be exhausted. This report discusses a number of changes which could be implemented to address this problem.

The Social Security Administration (SSA) uses a screening tool called the Listing of Impairments to identify claimants who are so severely impaired that they cannot work at all and thus immediately qualify for benefits. In this report, the IOM makes several recommendations for improving SSA's capacity to determine disability benefits more quickly and efficiently using the Listings.

Presenting a periodic overview of the most significant developments and trends in the field of social security has become, for the International Social Security Association, a tradition and a firm commitment. Benefiting from the vast quantity of information uniquely available to the ISSA, its triennial review takes stock of the current state of social security world wide and focuses, through expert analyses, on some of the most pressing social security issues. Social Security at the Dawn of the 21st Century, the outcome of the most recent review, is intended to significantly extend the access of an international readership to accurate and up-to-date information and analyses on social security, which has without question developed during the twentieth century into one of the most important publicly financed and administered institutions in modern society. The chapters are grouped into two parts. Part one treats subjects related to policy trends and regional developments, with special emphasis on such important issues as redesigning social security programs, new management practices, and the informal care dilemma. It features major aspects of developments in Asia-Pacific and Latin America. Part two focuses on specific program areas, with special emphasis on problems and reforms in employment policy, pension systems, and public disability schemes. Information is also provided on new approaches to ensuring adequate access to health care and on policies in response to changes in family structures as well as an recent experience with social assistance programs. Dalmer D. Hoskins has held the post of Secretary General of the International Social Security Association (ISSA) since 1990. Before his election to this post, he held positions in the United States Social Security Administration and the Department of Health and Human Services. Donate Dobbernack is currently chief of communications and publications within the International Social Security Association (ISSA). Before assuming responsibilities in this area, she was chief of the technical activities program of the Association, dealing with international enquiries and studies on various aspects of social security and related fields. Christiane Kuptsch is a research officer with the International Social Security Association (ISSA) and the editor of the quarterly publication Trends in Social Security. She is a regular contributor to the Encyclopaedia Britannica on the issue of developments in social protection.

Speech and language are central to the human experience; they are the vital means by which people convey and receive knowledge, thoughts, feelings, and other internal experiences. Acquisition of communication skills begins early in childhood and is foundational to the ability to gain access to culturally transmitted knowledge, organize and share thoughts and feelings, and participate in social interactions and relationships. Thus, speech disorders and language disorders-disruptions in communication development-can have wide-ranging and adverse impacts on the ability to communicate and also to acquire new knowledge and fully participate in society. Severe disruptions in speech or language acquisition have both direct and indirect consequences for child and adolescent development, not only in communication, but also in associated abilities such as reading and academic achievement that depend on speech and language skills. The Supplemental Security Income (SSI) program for children provides financial assistance to children from low-income, resource-limited families who are determined to have conditions that meet the disability standard required under law. Between 2000 and 2010, there was an unprecedented rise in the number of applications and the number of children found to meet the disability criteria. The factors that contribute to these changes are a primary focus of this report. Speech and Language Disorders in Children provides an overview of the current status of the diagnosis and treatment of speech and language disorders and levels of impairment in the U.S. population under age 18. This study identifies past and current trends in the prevalence and persistence of speech disorders and language disorders for the general U.S. population under age 18 and compares those trends to trends in the SSI childhood disability population.
