On The Borders of State Power explores the changing nature, meaning and significance of international borders over time in the area referred to today as the Greater Mekong Sub-region, incorporating Burma, Cambodia, Laos, Thailand, Vietnam and China’s Yunnan province. An international line up of contributors examine the changing nature of borders over time, using examples from the 15th to 21st centuries and engage with contemporary literature on globalisation, particularly as it applies to borders and the nature of state power. What the book finds is that there is far greater diversity in terms of the importance of borders across time than is commonly thought. Thus, borders commonly thought to be closed are often more open, open borders are found to be more restricted, while pre-colonial frontiers, which are usually viewed as relatively unimportant compared with the colonial era, are in fact found to have been more closely governed. Looking at the contemporary period, the book shows how economic liberalisation – or so-called cooperation between the Mekong states in the post-Cold War period – has been accompanied not by the retreat of the state but rather by its expansion, including in ways which frequently impose greatest restrictions on the poor and marginalised. Incorporating work by both historians and social scientists this book is a valuable read for those interested in the politics, development and geography of Southeast Asia.

The Mekong River is a vital and valuable resource, with huge development potential for the six states through which it flows. Given the significant asymmetry of power between those states, however, there is a real risk that some might utilise it to the detriment of others. Without a sense of regional belonging, it is difficult to imagine that these states and their constituent communities will take regional imperatives to heart, participate in joint regulatory frameworks, or adopt behaviours for upstream-downstream and lateral cooperation over the appropriation and use of their shared resources. Myanmar, the second biggest country in terms of area in mainland South East Asia, borders five neighboring countries: China, Thailand, India, Bangladesh, and Lao PDR. Myanmar's longest borders are with China (approximately 1,357 miles) and Thailand (approximately 1,314 miles), and it shares coastal waters with Malaysia and Singapore. Informal activities and informal moment of goods and people have been quite significant due to many factors. Although various policy measures have been developed to mitigate these informal activities, there has not been any study regarding the sources of these informal activities, their costs and benefits, impacts and consequences of the existence and non-existence of these activities, or how these activities could be mitigated without having significant negative economic and social impacts on the local people and the economy as the whole. This paper attempts to identify factors behind causes and effects of informal flows in goods and persons across the borders between Myanmar and its neighboring countries, especially China and Thailand, and to address related issues and possible policy implications. This paper is a result of various surveys and studies in many places in Myanmar, Lao PDR, Thailand, and China from 2005 to 2009 under several research projects.

This book contributes to a better understanding about the dynamics of transnational migration and diaspora in Northern Thailand border areas with Myanmar and Laos. Border cities in Southeast Asia are places that have unique characteristics because of rapid development which includes the process of transnational migration and diaspora communities from neighboring countries. Historically, different ethnic groups had migrated in the border areas of mainland Southeast Asian countries and China. Border cities, such as Mae Sai and Chiang Khong, are strategic places for refugees, minority groups, and others from neighboring countries to reside either temporary or permanently. The infrastructure and economic developments of those two cities in the border areas have not only influenced the formation of those two cities into multicultural societies, but also become more modern cities with various economic activities. Both Mae Sai and Chiang Khong gradually became more densely populated and have transformed into economic and tourist destinations because they have low-price goods, duty free markets, and even casinos. The arrivals of various ethnic groups in different times have formed a multicultural community, which plays a very important role in the development of border cities and surrounding areas. On top of these, the policies on border areas have been more complex considering the transnational movements of people, goods and ideas.
