Excerpt: ...At the conclusion of the recess that followed the business meeting of May 8, 1912, Vice-President Hodghead called the members to order and briefly stated the purposes of the educational amendment proposed to the people by the Legislature and that approved by the California Teachers' Association and intended for submission to the voters by initiative petition. The Vice-President then asked whether it was the desire of the meeting to take a vote upon the various questions raised by the amendments, and after a brief discussion in which it was explained that such votes merely expressed the opinion of the members present and in no way committed the Club to any line of action until all the members of the Club had been given an opportunity to vote on it, a motion to take such votes at the conclusion of the discussion was carried, 28 to 21. V1ce-pres1dent Hodghead: We will begin the discussion by listening to the report of the Chairman of the Section, Dr. David P. Barrows, on one feature of the proposed amendment, that is, the reorganization of the State Board of Education, as to whether it shall be constitutional or legislative, and also with reference to the method by which the State Superintendent should be selected. Reorganization of the State School Administration Mr. Barrows: The common school system in America began in extreme decentralization. The "district school" was the type, and under this system in the early decades of the nineteenth century each district was entirely self-governed and independent, imposed its own taxes, appointed its teacher, fixed its course of studies and conducted its public school without reference to adjacent localities and entirely without superintendence or supervision. This scheme of local independence and...
