The existential environmental crisis prompted the United Nations to formulate the Millennium Development Goals at the turn of the 21st century in order to embark on an era of sustainable development. The progress and deficiencies in achieving the Millennium Development Goals provided impetus to the intelligentsia and policymakers to map out the pertinent goals for a sustainable growth trajectory for humanity and the planet. The United Nations’ 2030 Agenda for Sustainable Development, which was adopted in September 2015, took the shape of 17 Sustainable Development Goals (SDGs) and 169 targets. In effect, the 17 Sustainable Development Goals focus on protecting the earth's life support systems for intra- and inter-generational equity and for development that is rooted in sustainability science. Attaining these goals is an uphill task; nevertheless, scientific knowledge, trans and interdisciplinary inquiries, concerted global action and capacity building would provide an enabling environment for achieving the SDGs. In the Bretton Woods era, trade liberalization, the improvement of labour rights and working conditions, and the strengthening of environmental policies, were seen as mutually supportive. But is this always true? Can we continue to pretend to protect the rights of workers and to improve environmental protection, particularly through climate change mitigation strategies, within an agenda focused on trade liberalization? Is it credible to pursue trade policies that aim to expand the volumes of trade, without linking such policies to labour and environmental standards, seen as 'non-trade' concerns? This book asks these questions, offering a detailed analysis of whether linkage is desirable and legally acceptable under the disciplines of the World Trade Organization (WTO). This collection of essays analyses options for climate-change mitigation through the lens of the trade lawyer. It builds upon a selection of relevant and practical papers and presentations given at the 2nd International Conference on Evaluating Climate Change and Development held in Washington DC in 2014 and includes perspectives from independent evaluations of the major international organisations supporting climate action in developing countries, such as the Global Environment Facility. The first section of the book sets the stage and provides an overview of independent evaluations, carried out by multilateral development banks and development organisations. Important topics include how policies and organisations aim to achieve impact and how this is measured, whether climate change is mainstreamed into other development programs, and whether operations are meeting the urgency of climate change challenges.
