Towards Efficient Use Of Water Resources In Europe

This volume provides a comprehensive overview of the interactions and feedbacks between urbanization and global environmental change. A key focus is the examination of how urbanization influences global environmental change, and how global environmental change in turn influences urbanization processes. It has four thematic foci: Theme 1 addresses the pathways through which urbanization drives global environmental change. Theme 2 addresses the pathways through which global environmental change affects the urban system. Theme 3 addresses the interactions and responses within the urban system in response to global environmental change. Theme 4 centers on critical emerging research.

Water is a finite and non-substitutable resource. As the foundation of life, societies and economies, it carries multiple values and benefits. But unlike most other natural resources, it has proven extremely difficult to determine its true 'value'. The 2021 edition of the United Nations World Water Development Report, titled "Valuing Water" assesses the current status of and challenges to the valuation of water across different sectors and perspectives and identifies ways in which valuation can be promoted as a tool to help improve its management and achieve global sustainable development.

This study develops a new indicator for national and global sustainability. The main components of the EIIW-vita indicator are: the share of renewable energy, the genuine savings rate and the relative "green export" position of the respective countries; it is in line with OECD requirements on composite indicators. As green exports are related to technological progress and environmental-friendly products, there is also a Schumpeterian perspective of this indicator. An extended version furthermore looks at water productivity. The analysis highlights the BRIICS countries as well as the US, Germany, France, Spain, Italy, the UK and Japan. Moreover the special challenges and dynamics of ASEAN countries and Asia are discussed. The book derives key implications for economic and environmental policy and shows that the new global sustainability indicator is not only relevant for green progress, but also useful as a signal for international investors. The construction of the EIIW-vita global sustainability indicator is such that investors, citizens and governments can easily interpret the results. Correlation analysis of the new sustainability indicator with the human development index indicates complementarity, so that a new hybrid superindicator can be constructed. Sustainability rhetoric dominates environmental policy. This fresh assessment of key "pillars" of sustainable economic performance and growth is a valuable contribution to greening the economy, the leitmotiv of the latest Rio Earth Summit. Scarcity of water, floods and erosion caused by climate change have made the management of water resources a challenge to national and international actors worldwide. States have also initiated water projects to improve social welfare, often with significant impacts on the environment. This book combines close analysis of the legal structures of water rights with consideration of the modes of water management projects to illustrate current water-related problems in terms of practical solutions in a global context.

The Issues Sharing data and infonnation enables people to think together in solving problems, in building trust essential for cooperative efforts toward sustaining shared vital natural resources, and in avoiding conflict. It is axiomatic that all planning and policy making, not least for environmental and resource sustainability, depend for success on accmate data and infonnation dispensed freely to all who need it, from farmers to heads of state. These maxims are particularly apt when applied to water resources that are international and transboundary. In those circumstances, the need for cooperation and sharing are acute if the water source is to be managed, distributed, and used equitably and efficiently. In many parts of the world, the collection, management, reporting, and quality of water and environmental data are often so poor and incomplete as to render them useless, or they are treated as security issues and are therefore classified. Either way, wherever those conditions exist, essential planning and policy data and information of good quality are relatively hard to come by. The consequences are high, particularly for effective basin-wide river management and resource sustainability.

Contributing to the growing debate on the need for sustainable water use and management, with concrete examples of new approaches, concepts, arguments, methods and findings which illustrate how this can be achieved, this book will be attractive for large groups of readers familiar with one or more of the themes it tackles, and to the general public. Within this context, the book makes use of many tables and graphics, which bring the many messages together. To view the other sessions please follow the links below: Innovating a New Knowledge Base for Water Justice Studies: Hydrosocial, Sociohydrology, and Beyond Scale Issues in Human-Water Systems Water Resources and Human Behavior: Analysis and Modeling of Coupled Water-Human Systems Feedbacks and Coevolution Innovative Sensing, Observing, Measuring and Analysing Human-Water Data “Pluralistic water research” integrates the hydrological and the social to provide sustainable solutions to water crises. While relying upon robust quantitative modelling, sociohydrology captures crises across many waters (surface, ground and interstitial) along quantity and quality dimensions, hydrosocial unfurls power hierarchies in access to safe and required quota of water, be it for drinking or irrigation purposes. The success of engineering solutions laying out “hard” interventions such as solar powered irrigation, dams, high yielding crop varieties, water treatment plants and water distributions and purifications depend on “soft” socio-political, cultural and psychological variables like the political landscape, community behaviours and governance arrangements. How these soft parameters limit or advance the effect of hard interventions await more enhanced modelling and place-based qualitative analyses to disentangle various cause-effect pathways. While historical and process-based sociohydrology accommodates detailed temporal datasets and causal relationships across human-water systems, the hydrosocial paradigm reconciles “non-modern”, anti-hegemonic, water techniques and knowledge systems, animating local agencies within specific hydroscapes. This issue is dedicated to capture real time innovations through which water challenges have been confronted. It intends to unravel “storylines” along actionable water projects, reflecting on mediations across multiple actors and networks in specific spatio-temporal and cultural contexts, finally drawing our attention to the correlation between projected promises and actual realities. Situated at the crossroads of “boundary work”, we invite articles that will deploy a range of interdisciplinary frameworks like RANAS (Risk, Attitude, Norms, Ability, and Self-regulation), APIE (Awareness, Participation, Involvement and Engagement), HUPE (Historical Urban Political Ecology), etc. to demonstrate coupled sociohydrological and hydrosocial realties and in turn getting informed by empirical insights emanating from these actual water interventions. The final aim of the special issue is not to showcase water just actual interventions but to elicit a rigorous mapping of sustainable processes facilitating collective co-production of resilient water trajectories.

Integrated Water Resources Management (IWRM) has become a global paradigm for the governance of surface, coastal and groundwaters. This Special Issue contains twelve articles related to the transfer of IWRM policy principles. The articles explore three dimensions of transfer—causes, processes, outcomes—and offer a theoretically inspiring, methodologically rich and geographically diverse engagement with IWRM policy transfer around the globe. As such, they can also productively inform a future research agenda on the ‘dimensional’ aspects of IWRM governance. Regarding the causes, the contributions apply, criticise, extend or revise existing approaches to policy transfer in a water governance context, asking why countries adopt IWRM principles and what mechanisms are in place to understand the adoption of these principles in regional or national contexts. When it comes to processes, articles in this Special Issue unpack the process of policy transfer and implementation and explore how IWRM principles travel across borders, levels and scales. Finally, this set of papers looks into the outcomes of IWRM policy transfer and asks what impact IWRM principles, once implemented, gave on domestic water governance, water quality and water supply, and how effective IWRM is at addressing critical water issues in specific countries.
