When it came into force in 1994, the North American Free Trade Agreement (NAFTA) joined the economic futures of Canada, Mexico, and the United States, with systematic rules governing trade and investment, dispute resolution, and economic relations. However, economic integration among the three countries extends considerably beyond trade and investment. The NAFTA agreement takes a very narrow view of integration, barely addressing such vital issues as immigration policy and labor markets, the energy sector, environmental protection, and law enforcement. The governments of Canada, Mexico, and the United States now must confront the question of whether NAFTA is enough. Do they want to keep their trilateral relationship focused on economic matters or are they interested in integrating more deeply—perhaps initiating a process to build a North American Community similar to the European Union? What we call "North America" today is a human space that has been constructed over the centuries, perceived from time immemorial by its original inhabitants as a unified whole, and named Turtle Island. What is North America today? Is it more than the sum of its parts? Does it qualify as a distinct global region? Is it just a market or also something else? This book explores several neglected aspects of the key relationships between Canada, Mexico and the United States. Studies of societal relations in North America have typically been limited to trade, investment and intergovernmental relations. In contrast, the authors in this book address other vital issues which bind this global region together, including Indigenous peoples, security, migration, civil societies, democracy, identities and culture. Via a thorough examination of these issues, the historical, sociological, economic, and political aspects of regional linkages are highlighted. Rather than dealing with each country in isolation, each chapter in this collection considers North America as a single unit of analysis, therefore systematically addressing the regional dynamic as a whole, and engaging the country-specific differences in a truly comparative way. By providing the analytical tools needed, this important book makes sense of the different aspects of the complex societies of contemporary North America.

The course of events since the implementation of NAFTA has had unexpected elements with significant impacts on North American integration. First has been the rise of China as a larger source of imports and production partner than Mexico. Second has been the rise of security concerns since September 11, 2001. The result has been much stronger integration between Canada and the US than with Mexico. Migration issues are now linked with security, which has risen to a top priority in the international agenda. While liberalization has furnished strong economic incentives for integration, it has not provided a sufficient guide for the political process, which requires leadership and appropriate institutions to coordinate and regulate the special interest groups. A coherent and effective North American integration would be a valuable asset in the context of global integration and competition, yet the issues involved are quite complex and varied. North American Integration: An Institutional Void in Migration, Security and Development examines the current state of North American integration. Editors Gaspare M. Genna and David A. Mayer-Foulkes gather an international group of experts to give a broad, coherent picture of the current, multifaceted process of integration, and find that institutional development is an essential component. Divided into three sections, the book: - Discuss the determinants of integration and shows that the institutional characteristics of the three countries, including democracy and basic rights, are the most important. - Provides examples of institutional building in contexts for which institutions are lacking, specifically labor, migration and health issues. - Examines issues such as overall security arrangements, trade, drug related violence, energy, and the continuing wage gap among the countries, which have an important bearing on integration.

Twenty years after NAFTA, the consensus seems to be that the regional project in North America is dead. The trade agreement was never followed up by new institutions that might cement a more ambitious regional community. The Security and Prosperity Partnership (SPP), launched with some fanfare in 2005, was quietly discontinued in 2009. And new cooperative ventures like the US‐Canada Beyond the Border talks and the US‐Mexico Merida Initiative suggest that the three governments have reverted to the familiar, pre‐NAFTA pattern of informal, incremental bilateralism. One could argue, however, that NAFTA itself has been buried, and yet the region somehow lives on, albeit in a form very different from regional integration in other parts of the world. A diverse group of contributors, from the United States, Canada, and Mexico, with experience in academia, government service, think tanks and the private sector bring to bear a sophisticated and much needed examination of regional governance in North America, its historical origins, its connection to the regional distribution of power and the respective governments’ domestic institutions, and the variance of its forms and function across different issue areas. The editors begin by surveying the literature on North American regional politics, matching up developments there with parallel debates and controversies in the broader literatures on comparative regional integration and international policy coordination more generally. Six contributors later explore the mechanisms of policy coordination in specific issue-areas, each with an emphasis on a particular set of actors, and with its own way of characterizing the relevant political and diplomatic dynamics. Chapters on the political context for regional policy coordination follow leading to concluding remarks on the future of North America. At a time when scholarly interest in North America seems to be waning, even while important and interesting political and economic developments are taking place, this volume will reinvigorate the study of North America as a region, to better understand its past, present and future.

This is the only book of its kind devoted to exploring contentious politics from a North American perspective, including protests, social movements, transnational contention, and emergent regional governance processes, between Canadian, U.S. and Mexican state and civil society actors.

In its first seven years, the North American Free Trade Agreement (NAFTA) tripled trade and quintupled foreign investment among the U.S., Mexico, and Canada, increasing its share of the world economy. In 2001, however, North America peaked. Trade slowed among the three, manufacturing jobs shrunk, and illegal migration and drug-related violence soared. Europe caught up, and China leaped ahead. In The North American Idea , eminent scholar and policy-maker Robert A. Pastor explains that NAFTA's mandate was too limited to address the new North American agenda. Instead of offering bold initiatives like a customs union to expand trade, the three leaders thought small. Interest groups stalemated the small ideas as they inhibited the bolder proposals, and the governments accomplished almost nothing. To overcome this resistance and re-invigorate the continent, the leaders need to start with an idea based on a principle of interdependence. If one country fails, all three are harmed, and if one grows, they all benefit. Drawing on first-hand experience as a policy-maker and analyst, Pastor shows how this idea--once woven into the national consciousness of the three countries--could mobilize public support for continental solutions to problems that have confounded each nation working on its own. To stimulate trade and reduce illegal migration, for example, the three countries could set up a fund to invest in the continent's infrastructure. Such a fund would be impossible without leadership and an idea of the continent's current importance and its future promise. Providing essential historical context and challenging readers to view the continent in a new way, Robert Pastor offers an expansive vision and a detailed blueprint for a more integrated, dynamic, and equitable North America.
