Tool Kits In Regional Science

Regional Science is now more than 50 years old; in the last two decades, significant advances in methodology have occurred, spurred in large part by access to computers. The range of analytical techniques now available is enormous; this books provides a sampling of the toolkit that is now at the disposal of analysts interested in understanding and interpreting the complexity of the spatial structure of sub- national economies. The set of tools ranges from the more traditional (input-output) to new developments in computable general equilibrium models, nonlinear dynamics, neural modelling and innovation.

The focus on results in development agencies has led to increased focus on impact evaluation to demonstrate the effectiveness of development programmes. This book illustrates the broad range of methods available for counterfactual analysis of infrastructure programmes such as establishment, rehabilitation and maintenance of roads, water supply and electrical power plants and grids. Understanding the impact of interventions requires understanding of the context in which the intervention takes place and the channels through which it is expected to occur. For infrastructure interventions it is particularly important to identify the links between the input and the outcomes and impacts because the well-being of people, the ultimate impact, does not change directly as a consequence of the intervention. Therefore impact evaluation of infrastructure programmes typically requires mixing both quantitative and qualitative approaches as illustrated in many of the contribution to this edited volume. This book was originally published as a special issue of the Journal of Development Effectiveness.

This book examines regional structural challenges on Colombia’s path to sustainable social cohesion and regionally inclusive growth. These challenges can be divided into three main groups: (i) those that focus on competitiveness and the supply side, (ii) those that arise from critical business cycle issues on the demand side, and (iii) those concerning environmental sustainability, employment and social inclusion. The contributions, written by experts on Latin American economics and regional science, apply quantitative simulations based on a unified general equilibrium framework and address a wide range of topics, including: Colombia’s competitive integration in global markets, human capital profiles, regional economic disparities and public and private mechanisms of interregional income transfer. The challenges entailed by such high-profile and long-term issues as productivity growth and climate change are also analyzed. In addition, the book positions Colombia’s experiences in an international comparative context. It argues that many other Latin American countries face similar challenges and provide evidence to substantiate this claim. By doing so, it offers valuable policy lessons for Latin American countries with similar difficulties.

Regional science, as an integrating discipline for many scientific analyses concerning the element of space, has a remarkable record of achievements in both breadth and depth. The great many scientific journals in this field and the large number of regional science books mirror the appeal of this discipline, in both the developed and the developing world. The scientific organization in this area, the Regional Science Association International, is organizing a world conference every four years. The 1989 Regional Science World Conference was held in an interesting setting, viz. kibbutz Ramat Rachel on the outskirts of Jerusalem. The organization of this meeting was undertaken by the Israeli Section of the Regional Science Association, under the supervision of Professor Rafi Bar-EI (Development Study Center, Rehovoth). The meeting turned out to be a great success and provided an extremely interesting cross-section of new developments in the area of regional science. It was decided afterward to publish a set of representative papers from this meeting in one volume. The present book brings together these papers, which were duly selected after a careful screening and refereeing process. The editors wish to thank all referees for their willingness to assist them in the task of producing this volume. This tool kit provides a framework and tools for conducting rapid assessments to prepare city economic development plans in Asian cities. An analytical framework guides the reader through a series of steps for three analytical and assessment processes. These are designed to prepare economic profiles; evaluate future economic development options and pathways; and prepare strategies, action plans, and prioritize investment activities in support of city economic development.
