Multilateral organizations - the United Nations (UN) in particular - have played, and continue to play, an important role in shaping the security sector reform (SSR) agenda, both in terms of policy development and the provision of support to a wide range of national SSR processes. This volume presents a variety of perspectives on UN support to SSR, past and present, with attention to policy and operational practice. Drawing from the experience of UN practitioners combined with external experts on SSR, this volume offers an in-depth exploration of the UN approach to SSR from a global perspective.

Prioritizing Security Sector Reform: A New U.S. Approach argues that security sector reform should be at the core of a new U.S. policy to strengthen the security sector capacity of countries where U.S. interests are at stake. Today's fragile environments feature a host of postconflict and postauthoritarian states and transitioning and new democracies that have at least one critical thing in common: Their security sectors are dysfunctional. Why these states cannot fulfill their most basic function-the protection of the population and their government-varies widely, but the underlying reason is the same. The security sector does not function because security sector institutions and forces are absent, ineffective, predatory, or illegitimate. In place of large, boots-on-the-ground interventions relying on expensive train and equip programs with only fleeting impact, Washington needs a new approach for engaging in fragile environments and a policy for prioritizing where it engages and for what purpose. The volume offers case studies to exemplify the context in which a new U.S. approach might be warranted, discusses other countries' experiences with security sector reform policies and examines how the United States should design and implement a security sector reform policy. This Security Sector Reform (SSR) Paper offers a universal and analytical perspective on the linkages between Security Sector Governance (SSG)/SSR (SSG/R) and Sustainable Development Goal-16 (SDG-16), focusing on conflict and post-conflict settings as well as transitional and consolidated democracies. Against the background of development and security literatures traditionally maintaining separate and compartmentalized presence in both academic and policymaking circles, it maintains that the contemporary security- and development-related challenges are inextricably linked, requiring effective measures with an accurate understanding of the nature of these challenges. In that sense, SDG-16 is surely a good step in the right direction. After comparing and contrasting SSG/R and SDG-16, this SSR Paper argues that human security lies at the heart of the nexus between the 2030 Agenda of the United Nations (UN) and SSG/R. To do so, it first provides a brief overview of the scholarly and policymaking literature on the development-security nexus to set the background for the adoption of The Agenda 2030. Next, it reviews the literature on SSG/R and SDGs, and how each concept evolved over time. It then identifies the puzzle this study seeks to address by comparing and contrasting SSG/R with SDG-16. After making a case that human security lies at the heart of the nexus between the UN’s 2030 Agenda and SSG/R, this book analyses the strengths and weaknesses of human security as a bridge between SSG/R and SDG-16 and makes policy recommendations on how SSG/R, bolstered by human security, may help achieve better results on the SDG-16 targets. It specifically emphasizes the importance of transparency, oversight, and accountability on the one hand, and participative approach and local ownership on the other. It concludes by arguing that a simultaneous emphasis on security and development is sorely needed for addressing the issues under the purview of SDG-16.

Securing Development: Public Finance and the Security Sector highlights the role of public finance in the delivery of security and criminal justice services. This book offers a framework for analyzing public financial management, financial transparency, and oversight, as well as expenditure policy issues that determine how to most appropriately manage security and justice services. The interplay among security, justice, and public finance is still a relatively unexplored area of development. Such a perspective can help security actors provide more professional, effective, and efficient security and justice services for citizens, while also strengthening systems for accountability. The book is the result of a project undertaken jointly by staff from the World Bank and the United Nations, integrating the disciplines where each institution holds a comparative advantage and a core mandate. The primary audience includes government officials bearing both security and financial responsibilities, staff of international organizations working on public expenditure management and security sector issues, academics, and development practitioners working in an advisory capacity.

The authors explore the definition of Security sector reform (SSR) as it has emerged in the international community. The makeup of the security sector is examined, principles are identified for implementing SSR, and outcomes SSR is intended to produce are specified. Supporting case studies assess specific SSR programs. The authors conclude that those conducting SSR programs must understand and continually revisit the policy goals of SSR programs so as to develop concepts that support a transitional process that moves forward over time. State actors must acknowledge and often accommodate nonstate security actors more effectively in SSR planning and implementation, while recognizing both the advantages and the risks of collaborating with such actors. There has now been more than a decade of conceptual work, policy development, and operational activity in the field of security sector reform (SSR). To what extent has its original aim, to support and facilitate development, been met? The various contributions to this book address this question, offering a range of insights on the theoretical and practical relevance of the security-development nexus in SSR. They examine claims of how and whether SSR effectively contributes to achieving both security and development objectives. In particular, the analyses presented in the book provide a salutary lesson that development and security communities need to take each other's concerns into account when planning, implementing, and evaluating their activities. The book offers academics, policy-makers, and practitioners within the development and security communities relevant lessons, suggestions, and practical advice for approaching SSR as an instrument that serves both security and development objectives. The reform and the democratic control of the security sector-and the joining together of security and development-have become a major focus of international intervention into post-conflict societies. In theory, security sector reform (SSR) programs derive from a comprehensive national defense and security review. They involve, at the core, the transformation of a country's military and police forces-but they also involve a comprehensive review and restructuring of intelligence services, the penitentiary, the judiciary, and other agencies charged in some way with preserving and promoting the safety and security of the state and its citizenry. However, the process of SSR in Liberia, supported by the United Nations, the United States, and a number of bilateral donors, is far more rudimentary than the conceptual paradigm suggests. It is aimed simply at the training and equipping of the army and the police, with little attention or resources being devoted to the other components of the security system.

Although the United Nations has only recently taken initial steps in developing a common approach to security sector reform (SSR), it has been involved for many years in supporting SSR processes in member states. This is particularly true in cases where UN peacekeeping operations are deployed as part of a comprehensive, multidimensional assistance effort to build peace in post-conflict environments. This volume examines the experience of UN integrated missions in supporting SSR in Burundi, the Democratic Republic of Congo, Haiti and Kosovo. Based on the lessons drawn from these case studies, the volume develops a set of recommendations for future UN engagement in post-conflict SSR.
