The State Of African Cities 2010

The State of the African Cities 2010 goes above and beyond the first report, which provided a general overview of housing and urban management issues in Africa. With the subtitle: Governance, inequity and urban land markets, the report uncovers critical urban issues and challenges in African cities, using social and urban geography as the overall entry points. While examining poverty, slum incidence and governance, the report sheds more light on inequity in African cities, and in this respect follows the main theme of the global State of the World's Cities 2010 report. Through a regional analysis, the report delves deeper into the main urban challenges facing African cities, while provoking dialogue and discussion on the role of African cities in improving national, regional and local economies through sustainable and equitable development. The report has been drafted in cooperation with Urban Land Mark. Through an analytical survey of several African cities, the report examines urban growth, social conditions in slums, environmental and energy issues and, especially, the role of urban land markets in accessing land and housing.

One billion people worldwide live in slums and that figure is predicted to reach 2 billion by 2030. This new volume from UN-HABITAT unpacks the complex social and economic issues using the novel conceptual framework of the urban divide.

This 10th thematic volume of International Development Policy presents a collection of articles exploring some of the complex development challenges associated with Africa’s recent but extremely rapid pace of urbanisation that challenges still predominant but misleading images of Africa as a rural continent. Analysing urban settings through the diverse experiences and perspectives of inhabitants and stakeholders in cities across the continent, the authors consider the evolution of international development policy responses amidst the unique historical, social, economic and political contexts of Africa’s urban development. With rapidly increasing urban populations, cities in Africa are faced with enormous challenges and will have to find ways to facilitate by 2015 urban services, livelihoods and housing for more than twice as many urban dwellers than it has today. A worrying trend with the African urbanization process is that it is a process rooted in poverty rather than an industrialization-induced socio-economic transition as in other major world urban regions. Africas escalating urban problems have received less attention than warranted and now, at the dawn of Africas urban age, these need to be addressed - publisher.

In 1950, there were only 152 urban agglomerations in West Africa. Since then, the number of agglomerations has increased to almost 2 000 town and cities which are home to 41% of the region’s total population.

The African continent is currently in the midst of simultaneously unfolding and highly significant demographic, economic, technological, environmental, urban and socio-political transitions. Africa's economic performance is promising, with booming cities supporting growing middle classes and creating sizable consumer markets. Despite significant overall growth, the continent continues to suffer under very rapid urban growth accompanied by massive urban poverty and many other social problems. These seem to indicate that the development trajectories followed by African nations since post-independence may not be able to deliver on the aspirations of broad based human development and prosperity for all. This report, therefore, argues for a bold re-imagining of prevailing models in order to steer the ongoing transitions towards greater sustainability based on a thorough review of all available options. That is especially the case since the already daunting urban challenges in Africa are now being exacerbated by the new vulnerabilities and threats associated with climate and environmental change.

This book highlights the use of information and communication technology (ICT) infrastructures in order to develop smart cities and produce smart economies in Africa. It discusses a robust set of concepts, including smart planning, smart infrastructure development, smart economic development, smart environmental sustainability, smart social development, resilience, and smart peace and security in several African cities. By drawing on the accumulated knowledge on various conditions that make cities smart, green, livable and healthy, it helps in the planning, design and management of African urbanization. In turn, it fosters the development of e-commerce, e-education, e-governance, etc. The rapid development of ICT infrastructures facilitates the creation of smart economies in digitally served cities and towns through smart urban planning, smart infrastructures, smart land tenure and smart urban policies. In the long term, this can reduce emissions of CO2, promote the creation of low carbon cities, reduce land degradation and promote biodiversity.

For African cities to grow economically as they have grown in size, they must create productive environments to attract investments, increase economic efficiency, and create livable environments that prevent urban costs from rising with increased population densification. What are the central obstacles that prevent African cities and towns from becoming sustainable engines of economic growth and prosperity? Among the most critical factors that limit the growth and livability of urban areas are land markets, investments in public infrastructure and assets, and the institutions to enable both. To unleash the potential of African cities and towns for delivering services and employment in a livable and environmentally friendly environment, a sequenced approach is needed to reform institutions and policies and to target infrastructure investments. This book lays out three foundations that need fixing to guide cities and towns throughout Sub-Saharan Africa on their way to productivity and livability.
