At today's hearing we are going to look at the 8(a) program to address, among others, the following questions: No. 1, what were the origi nal purposes of the 8(a) program? Is that program fulfilling its pur poses? Two, should the Federal Government presume that all members of certain racial and ethnic groups are socially disadvantaged?
