Excerpt from Quarterly Journal of Forestry, Vol. 1 The Heathen - Although readers of a forestry journal usually know more about the weather than they wish, it is such a characteristic British institution that it would be unpatriotic not to mention it. So far as the North of England is concerned, the summer of 1906 has probably been one of the best for years. Sufficient heat and sufficient moisture, following a cold but not seriously frosty Spring, have produced a growth on all forest trees which we should imagine to be above the average; while newly planted trees which failed to grow had to excuse themselves on other ground than a dry season. In the South, more frosty and droughty conditions prevailed, and for once in a way this part of the country has been less favored than the North. However, it is probably safe to say that while better seasons may have been seen, there have also been a great many worse, and taking things all round, the forester has no serious cause for complaint against the weather of 1906. Excerpt from Journal of Forestry, 1919, Vol. 17: Official Organ of the Society of American Foresters, Combining the Proceedings of the Society and the Forestry Quarterly During the past five years there has been a cumulative realization of the fact that the low scale of salaries paid by the Forest Service was causing a shortage of competent men on the National Forests.' The cost of living has so far outstripped the almost negligible promotions allowed by Congress that there has been an increasing annual exodus of leadership, experience, and ability - technical and non-technical into other fields. This fact is so well known as to require no further proof or mention. The purpose of this paper is to point out two facts which I believe have so far been realized only dimly, if at all, by the profession: First, that the salary situation threatens the ultimate success of our great experiment in national forestry; second, that really logical methods of redress have not yet been attempted. Modern computational techniques, such as the Finite Element Method, have, since their development several decades ago, successfully exploited continuum theories for numerous applications in science and technology. Although standard continuum methods based upon the Cauchy-Boltzmann continuum are still of great importance and are widely used, it increasingly appears that material properties stemming from microstructural phenomena have to be considered. This is particularly true for inhomogeneous load and deformation states, where lower-scale size effects begin to affect the macroscopic material response; something standard continuum theories fail to account for. Following this idea, it is evident that standard continuum mechanics has to be augmented to capture lower-scale structural and compositional phenomena, and to make this information accessible to macroscopic numerical simulations.
