Firstly, as a colonial, my desire is to present a colonial view of the imperial idea, and, secondly, to endeavour to arouse among my countrymen, in the United Kingdom especially, a greater interest and pride in the Empire beyond the seas. Excerpt from The Administration of Dependencies: A Study of the Evolution of the Federal Empire, With Special Reference to American Colonial Problems The study here undertaken was suggested by a conversation two years ago, on the problems arising from the recent acquisition of our Insular Possessions, in which it was emphasized that there is one clause of the Constitution of the United States - the clause by which Congress is given power "to dispose of and make all needful rules and regulations respecting the territory or other property belonging to the United States" - to which the Supreme Court has never attached a definite and certain meaning. Believing that the authors of the Constitution, in framing that instrument, almost simultaneously with the enactment, by the American Congress, of an ordinance for the administration of the Northwest Territory as a dependency of the American Union, must have intended the only clause on this subject to express the true principles of the administration of dependencies, as they believed them to be, I attempted to ascertain the correctness of this belief. The inquiry necessitated a careful examination of the issues of the American Revolution, and, as a knowledge of the theory and practice of the administration of the American Colonies is essential to the understanding of these issues, my investigation extended back to the inception of the American Colonies in 1584. As a result of the inquiry, I found my belief fully corroborated - the clause in question in fact containing a statement of the principles of the administration of dependencies in a Federal Empire. One can merely point out that the ques tion is not a simple one which can be decided straight away either on a generous or an egoistic impulse. One thing, however, it seems important for our purposes to realize. If it is the satisfaction of Germany we are thinking about, that is not at all likely to be achieved by our giving back to Germany her colonial Empire as it was last July. It is a leading fact in the situation that Germany felt her colonial Empire to be far too mean for her national greatness she was tormented by the consciousness that it showed to a disadvantage beside the rival dominions of Great Britain and France. Ger many's Empire had value for her, not for what it then was, but because she saw it as the nucleus of a much vaster Empire which successful war might give her in time to come. Excerpt from The Government of the British Empire It is, perhaps, needless to say, that this book is not intended to compete with the standard works on the Constitution which have been produced by eminent writers, such as the late Sir William Anson, the late Bishop Stubbs, or Professor Dicey, happily still with us. Still less does it claim to rival the classical monographs on the various aspects of the Constitution which are the work of experts in the strict sense. It is written only in the hope that those who have not yet the leisure, or who have not yet arrived at the age, to appreciate these larger works, will be enabled by it to look forward to that advantage at a later date. And the immediate prospect of a largely increased electorate, combined with the great stimulus of interest in problems of government produced by the war, would seem to make that hope reasonable. For the many defects of the book, the writer will not apologize; for lie knows that critics best able to appreciate the difficulty of writing it, will be the readiest to forgive them. He will merely deprecate the suggestion that the book is a "precis" of larger treatises. So far as it goes, it is original both in plan and execution, and from first-hand material. For neither plan nor execution is any one but the writer responsible. Nevertheless, it is the waiter's keen pleasure, as well as his bounden duty, to tender his grateful thanks to those acquaintances and friends who have been ungrudging with their help on the matters upon which he has appealed to them.
